Abstract:
The objectives of this research were 1) to study the state of personnel administration of school administrators in schoolsunder Buriram Primary Educational Service Area Office 4, 2) to compare the perceptions of administrators and teachers towards the state and problems of personnel administration in schoolsunder Buriram Primary Educational Service Area Office 4 classified by working status and school sizes ; and 3) to develop the guidelines of personnel administration in school under Buriram Primary Educational Service Area Office 4. This research was conducted in two phases ; Phase 1was to study the state of personnel administration ofschool administrators. The sampleswere 335 school teachers selected by using Krejcie and Morgan tables.Then, the samples were determined by usingstratified random sampling according to the size of the school. The statistics used for data analysis were mean, standard deviation and t-test. In phase 2, the guidelines of personnel administration of schooladministrators were examined. The data were collected from interviewing informants selected by purposive sampling and analyzed by content analysis and descriptive analysis.
The results were as follows:
1. The state of personnel administration according to the opinion of school administrators and teachers under Buriram Primary Educational Service Area Office 4 in overall aspect was at a high level.
2. Comparison of administrators and teachers' opinion classified by working status was notdifferent ; however, when classified by the size of the school, a significant difference was found at statistical level of .05.
3. The guidelines for developing personnel administration of school administrators in schools under Buriram Primary Educational Service Area Office 4 were that schools should provide.a chance for personnel to involve variousfields of personal management such as consideration of salary promotion, praising personals work performance and personnel training and orientation. Moreover, schools should organize the activities to motivate the personnel to work happily, to create good relationship among them and to help them solve problems.
