Guidelines for counseling administration development at educational opportunity expansion schools, North Thonburi group, Bangkok metropolitan administration
Abstract:
The purposes of this research were: 1) to investigate the status counseling administration in educational opportunity expansion หchools, North Thonburi group, Bangkok Metropolitan Administration; 2) to set guidelines for counseling administration development; and 3) to study the feasibility of guidelines being set. The population was 335 persons who were school executives, head of counseling department and classroom advisors. The tools used for collecting data included structured interview form and a questionnaire, having five levels rating scale. Percentile, mean and standard deviation were used for statistical analysis. The research results were as follows. Regarding the status of counseling administration, it was found that the appointment for the counseling committee was not clear; the involvement of persons concerning setting objectives was few; the assignment on person on duty was improper; the budget allocation was insufficient; the coordination and orientation to clarify the importance of counseling were not introduced; the participation in setting the format, procedure and tools for evaluation was not taken by stakeholders; the public relation on counseling activities was insufficient and not continuous; the encouragement for counseling teachers was few; the opportunity for counseling teachers to share their opinions and the promotion to attend related activities were very limited. The guidelines for counseling administration development were at high level of 3.83 overall. When considering individual aspect, operational planning was at the highest score, followed by coordination, moral support and encouragement, evaluation and following-up, and resource finding, respectively. The feasibility of the implementation was at the highest level of 4.67 overall. When considering individual aspects, moral support and encouragement, coordination and resource finding were at the highest level; meanwhile, evaluation and following-up, and operational planning were at high level. Therefore, to implement the guidelines into action, some details should be focused: 1. Regarding operational planning, school executives should support and plan to systemize counseling operation continuously by setting-up small group staff meeting once a semester and annual meeting for participatory plan that utmost suitable for the school context. 2. Regarding resource finding, school executives should sufficiently provide equipment for the counseling tasks such as cabinets, tables, DVD player, tape recorder, etc. or support fund raising activities from donors and private organizations. 3. Regarding moral support and encouragement, school executives should apply MBWA by visiting counseling teacher, discussing on the operational problems,
giving rewards or admiring good performance teachers. 4. Regarding co-ordination, school executives should promote counseling
activities in order to publicize how important counseling affairs is, including encourage all teachers to coordinate with activities concerned in a certain meeting. 5. Regarding evaluation and following-up, school executives should evaluate counseling management in terms of building, equipment and staff.
