Abstract: การศึกษาเรื่องการบริหารงานตามหลักธรรมาภิบาลขององค์การบริหารส่วนตำบลดงพญา อำเภอบ่อเกลือ จังหวัดน่าน มีวัตถุประสงค์ 1) เพื่อศึกษาความคิดเห็นของประชาชนที่มีต่อการบริหารงานตามหลักธรรมาภิบาลขององค์การบริหารส่วนตำบลดงพญา อำเภอบ่อเกลือ จังหวัดน่าน 2) เพื่อเปรียบเทียบความคิดเห็นของประชาชนที่มีต่อการบริหารงานตามหลักธรรมาภิบาลขององค์การบริหารส่วนตำบลดงพญา จำแนกตามเพศ อายุ ระดับการศึกษา อาชีพ และรายได้ต่อเดือน โดยใช้กลุ่มตัวอย่าง คือ ตัวแทนครัวเรือนในเขตองค์การบริหารส่วนตำบลดงพญา อำเภอบ่อเกลือ จังหวัดน่าน จำนวน 287 คน เครื่องมือ คือแบบสอบถาม และสถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าความถี่ และร้อยละ ค่าเฉลี่ย และค่าความเบี่ยงเบนมาตรฐาน โดยใช้การทดสอบค่าทีและการวิเคราะห์ความแปรปรวนทางเดียวเมื่อพบความแตกต่างรายคู่ใช้วิธีการทดสอบความแตกต่างรายคู่โดยวิธี LSD และค่าสัมประสิทธิ์สหสัมพันธ์แบบเพียร์สัน (Pearson product moment correlation coefficient) ที่ระดับนัยสำคัญทางสถิติที่ระดับ .05 ผลการศึกษา พบว่า ความคิดเห็นประชาชนที่มีต่อการบริหารงานตามหลักธรรมาภิบาลขององค์การบริหารส่วนตำบลดงพญา อำเภอบ่อเกลือ จังหวัดน่าน ภาพรวมอยู่ในระดับมาก เมื่อพิจารณาแยกเป็นรายด้าน พบว่า หลักคุณธรรม มีการบริหารงานตามหลักธรรมาภิบาลอยู่ในอันดับ แรกรองลงมา คือ หลักนิติธรรม หลักการมีส่วนร่วม หลักความรับผิดชอบ หลักความโปร่งใส และหลักความคุ้มค่า ตามลำดับ ผลการเปรียบเทียบความคิดเห็นของประชาชนที่มีต่อการบริหารงานตามหลักธรรมาภิบาลขององค์การบริหารส่วนตำบลดงพญา อำเภอบ่อเกลือ จังหวัดน่าน พบว่า ประชาชนที่มีเพศรายได้ต่อเดือน และภูมิลำเนาเกิดต่างกัน มีความคิดเห็นต่อการบริหารงานตามหลักธรรมาภิบาลขององค์การบริหารส่วนตำบลดงพญา อำเภอบ่อเกลือ จังหวัดน่าน ไม่แตกต่างกัน ส่วนประชาชนที่มีอายุ ระดับการศึกษา อาชีพ และกลุ่มสมาชิกทางสังคมต่างกัน มีความคิดเห็นต่อการบริหารงานตามหลักธรรมาภิบาลขององค์การบริหารส่วนตำบลดงพญา อำเภอบ่อเกลือ จังหวัดน่าน แตกต่างกัน อย่างมีนัยสำคัญทางสถิติที่ระดับ .05

Abstract: The purpose of this study was twofold. First, it aimed at examining the public’s opinion toward the administration based on good governance principles of Dong Phraya Subdistrict Administrative Organization, Amphoe Bo Kluea in Nan Province. Also, this study intended to compare the public’s opinion toward the administration based on good governance principles of Dong Phraya Subdistrict Administrative Organization, as classified by gender, age, educational level, occupation, and monthly income. The subjects participating in this study were 287 household representatives living in Amphoe Bo Kluea, Nan Province. The instrument used to collect the data was a questionnaire. The statistical tests used to analyze the collected data included frequency, percentage, mean, and standard deviation. To test the differences between pairs, the tests of t-test and One-way ANOVA were used. Also, the test of Least Significant Difference (LSD) was administered when the differences between pairs were found. Furthermore, the test of Pearson Product Moment Correlation Coefficient was used at a preset of a significant level at .05. The results of the study revealed that the subjects rated their opinion at a high level for the administration based on good governance principles of Dong Phraya Subdistrict Administrative Organization, Amphoe Bo Kluea in Nan Province. When considering each principle of good governance, the one in relation to ethical conduct was rated at the highest level, followed the principles of rule of law, participation, accountability, transparency, effectiveness and efficiency, respectively. Also, based on the results from the comparisons, no statistically significant differences were found in the opinion toward the administration based on good governance principles of Dong Phraya Subdistrict Administrative Organization, Amphoe Bo Kluea in Nan Province among the subjects with different gender, amount of monthly income, and background. Finally, there were statistically significant differences in the opinion toward the administration based on good governance principles of Dong Phraya Subdistrict Administrative Organization, Amphoe Bo Kluea in Nan Province among the subjects with different age, educational level, occupation and social group members at a significant level of .05.
