Abstract:
With the completion of substantial tariff elimination intra-regionally, ASEAN policy makers focus has shifted markedly toward trade facilitation to realize a single market and production base. Meanwhile, among the private sector in ASEAN, effective trade facilitation measures are placed as the most important and anticipated measures among the wide-ranging initiatives taken by ASEAN. In line with private sector interests and expectations in ASEAN, this study focuses on import related procedures, in particular, the time taken for import cargo release at ports/airports. Prior studies in this field have focused on country-to-country comparisons, measurement of the impact of import facilitation, or importation bottlenecks. By contrast, this study investigates how firm characteristics are related to import cargo release time. Regression estimation results suggest that increases in 1) the number of affiliates employees, 2) age (period since establishment) of the affiliate, and 3) share of exports in total sales are all associated with reductions in the average time (in days) required for cargo release. Based on these results, it is suggested that customs facilitation policy interventions in ASEAN should be more focused on supporting small and medium enterprises and newly established firms, encouraging effectual export promotion schemes, and expanding the scale and scope of intra-ASEAN trade
