Abstract: การศึกษา “นำนโยบายบำบัดรักษายาเสพติดไปสู่การปฏิบัติ ของศูนย์บริการสาธารณสุข 8 บุญรอด รุ่งเรือง” ในครั้งนี้ มีวัตถุประสงค์ เพื่อศึกษาขั้นตอนการดำเนินงานบำบัดรักษายาเสพติดไปสู่การปฏิบัติของศูนย์บริการสาธารณสุข 8 บุญรอด รุ่งเรือง เพื่อศึกษาเงื่อนไขที่นำไปสู่ความสำเร็จในเรื่องการดำเนินงานบำบัดรักษายาเสพติดของศูนย์บริการสาธารณสุข 8 บุญรอด รุ่งเรือง เพื่อศึกษาปัญหาและอุปสรรคในการดำเนินงานบำบัดรักษายาเสพติดตามแนวนโยบาย เพื่อศึกษาข้อเสนอแนะในการนำนโยบายการบำบัดรักษายาเสพติดไปสู่การปฏิบัติไปใช้ในการปรับปรุงและพัฒนางานบำบัดรักษายาเสพติด ผู้วิจัยใช้ระเบียบวิธีการวิจัยเชิงคุณภาพโดยการสัมภาษณ์เชิงลึก สนทนากลุ่มและศึกษาจากเอกสารและงานวิจัยที่เกี่ยวข้อง และวิเคราะห์ข้อมูลในเชิงเนื้อหา ผลการวิจัยพบว่า ผู้ศึกษาจึงขอสรุปแนวทางการนำนโยบายการบำบัดรักษายาเสพติดไปสู่การปฏิบัติ ให้เกิดประสิทธิภาพและประสิทธิผลยิ่งขึ้น ดังนี้ 1. นโยบายการบำบัดรักษายาเสพติดจะต้องมีกฎหมาย ระเบียบ ข้อบังคับ บันทึก สั่งการ พระราชบัญญัติ พระราชกฤษฎีกา หรือส่วนที่เกี่ยวข้องต่าง ๆ ที่ทันสมัย รองรับการปฏิบัติหน้าที่ได้อย่างแน่ชัด ไม่มีข้อบกพร่องหรือช่องว่าง หรือข้อขัดแย้งในกฎหรือระเบียบต่าง ๆ 2. มีการจัดทำแผนการบำบัดรักษายาเสพติดบรรจุในแผนปฏิบัติการประจำปี สะท้อนให้เห็นถึงการให้ความสำคัญของการวางแผนถ้าขาดการวางแผนกิจกรรมทุกชนิดจะดำเนินไปอย่างไม่มีประสิทธิภาพ 3. งานบำบัดรักษายาเสพติดควรได้รับการทบทวนโครงสร้างและภาระกิจหลักกำหนดให้เป็นงานประจำที่แยกออกต่างหากเนื่องจากการปฏิบัติงานมีขอบเขตการให้บริการที่ชัดเจนและเชื่อมโยงเป้าหมายในการดำเนินงานตามนโยบายหลายด้านด้วยกัน 4. ผู้รับผิดชอบงานบำบัดรักษายาเสพติดต้องได้รับการสนับสนุนให้รับการอบรมและพัฒนาความรู้เกี่ยวกับทักษะการบำบัดรักษาผู้ติดยาเสพติดเบื้องต้นตามโปรแกรมจิตสังคมบำบัดแบบผู้ป่วยนอก 5. การติดต่อประสานงานภายในของศูนย์บริการสาธารณสุข 8 บุญรอด รุ่งเรือง ใช้การประสานงานที่ไม่เป็นทางการด้วยวาจาดีที่สุดช่วยลดความล่าช้าในการดำเนินงาน ส่วนการประสานงานภายนอกหลายหน่วยงานผู้ปฏิบัติงานบำบัดรักษายาเสพติดจะต้องทำเป็นลายลักษณ์อักษรเป็นการประสานงานที่เป็นระบบ 6. การรวบรวมข้อมูลที่เกี่ยวข้องกับผู้ป่วยยาเสพติด จำนวน ประเภท ผู้เสพ ผู้ติดยาเสพติด เพื่อนำไปใช้ในการกำหนดวิธีการก่อนการดำเนินงานบำบัดรักษายาเสพติด ซึ่งหน่วยงานทุกหน่วยงานจะต้องบันทึกข้อมูลการปฏิบัติงานไว้เป็นหลักฐานในการดำเนินงาน ซึ่งถือว่าเป็นสิ่งที่มีค่าต่อหน่วยงานและนำไปใช้ประโยชน์ได้มากมาย ผลการศึกษาวิเคราะห์และพิจารณาดังกล่าวข้างต้นนี้ชี้ให้เห็นว่า การขาดไปอย่างใดอย่างหนึ่ง หรือไม่ครบองค์ประกอบขั้นพื้นฐานไม่ว่าจะเป็นบุคลากร การจัดการ และวิธีการจะต้องมีความสัมพันธ์ซึ่งกันและกันอยู่ตลอดเวลา ถ้าขาดไปก็จะทำให้ระบบเกิดความล้มเหลวไม่บรรลุถึงวัตถุประสงค์ ในการนำนโยบายการบำบัดรักษายาเสพติดไปสู่การปฏิบัติ

Abstract: This research on the “Implementation of the Drug Abuse Treatment Policy to Practicum of Public Health Care Center 8 – Boonrode Rungrueng,” has the objectives to study the steps on the Implementation of the Drug Abuse Treatment Policy to Practicum of Public Health Care Center 8 – Boonrode Rungrueng, study the conditions leading to the successful achievements on the aspect of the Implementation of the Drug Abuse Treatment Policy to Practicum of Public Health Care Center 8 – Boonrode Rungrueng, study the problems and obstructions on the Implementation of the Drug Abuse Treatment in accordance with the Policy, study the recommendations on the implementation of the Drug Abuse Treatment Policy to Practicum for use in the improvements and developments of drug abuse treatments. The Researcher adopts the procedures of qualitative research by conducting in-dept interviews, group discussions and studying related documents and research work and the analysis of data content. Research Result Conclusion: The Researcher would li present a conclusion on the guidelines on the Implementation of the Drug Abuse Treatment Policy to Practicum for more efficiency and effectiveness as follows: 1. Performances of duties under the Drug Abuse Treatment Policyke to must be expressly backed up by a modern law, rule, regulation, an order note, an Act, a Royal Decree or various related elements with neither deficiency nor loophole nor contradiction in the law or various rules and regulations. 2. The Drug Abuse Treatment Plan shall be made for inclusion in the Annual Operational Plan in order to reflect the importance of the planning. The lack of a planning will certainly result in all sorts of businesses to be carried out without any efficiency. 3.The drug abuse treatment work should be reviewed; structure and main mission designed as a regularly permanent work separated from treatment work because of the reason that there has been a clear cut on working scope in providing services and linking the targets in carrying out the work in accordance with the variety aspects of the policy. 4. Persons responsible for drug abuse treatment work must be supportively enhanced to receive training in order that their knowledge and skills on basic drug abuse treatments according to the out-patient psychosocial therapy program can be developed. 5. An informal verbal contact and co-ordination will be best utilized within Public Health Care Center 8 – Boonrode Rungrueng because it will help reduce a delay in the carrying out of work whereupon the external co-ordination work of many organizations, the drug abuse treatment work performers shall be required to make the co-ordinations in writing which are the systematic co-ordinations. 6. Gathering data in connection with drug abuse patients, their number, category of drug consumers, drug addicts, for use in the stipulation of the procedures on pre-drug abuse treatment operations where data on the performances on which are required to be documented as evidences by all organizations, shall be deemed to be valuable things to the organizations and utilizations will be enormously advantageous. The result of the above described study, analysis and consideration has obviously pointed out that a lack of any elements or a shortfall in the fundamental composite parts no matter what it will be the aspect of personnel, management and procedure will result in the malfunction of the system, thus, all these factors must be related, relationship wise, to one another at all times. A lack of any of them will result in the failure of the system and the objective in respect of the Implementation of the Drug Abuse Treatment Policy to Practicum will finally not be attained.
