Abstract: การวิจัยเรื่องนี้มีวัตถุประสงค์1) เพื่อศึกษาสภาพปัญหาและอุปสรรคในการประยุกต์ใช้เทคโนโลยีบล็อกเชนของศาลยุติธรรมไทย 2) เพื่อศึกษาสภาพการใช้เทคโนโลยีบล็อกเชนเพื่อเพิ่มประสิทธิภาพการจัดการในศาลยุติธรรมไทยและ 3) เพื่อเสนอแนวทางในการประยุกต์ใช้เทคโนโลยีบล็อกเชนในศาลยุติธรรมไทยที่มีประสิทธิผล โดยใช้ระเบียบวิจัยเชิงคุณภาพ ด้วยการสัมภาษณ์เชิงลึก ผู้เชี่ยวชาญและผู้ทรงคุณวุฒิจำนวน 15 ท่านและการสนทนากลุ่มจำนวน 10 ท่าน ผลการวิจัยพบว่าแนวทางในการประยุกต์ใช้เทคโนโลยีบล็อกเชนในศาลยุติธรรมไทยที่มีประสิทธิผลการนำเทคโนโลยีบล็อกเชนมาใช้เพื่อสนับสนุนการพัฒนางานศาลในการบริหารสำนวนคดีและอำนวยความสะดวกตามนโยบายที่ต้องการยกระดับในเรื่องนี้สู่ความเป็นนานาชาติเพื่อให้ได้รับการยอมรับในระดับสากล โดยใช้เครื่องมือในบริหารจัดการคดีและบริการทุกฝ่าย ที่มีการเชื่อมโยงระบบเทคโนโลยีของศาลทั่วโลกเข้าด้วยกัน ภายใต้โครงการพัฒนาระบบบูรณาการข้อมูลคดีศาลยุติธรรม Electronic Court Data base เพื่อเพิ่มความรวดเร็วในการพิจารณาคดีมากยิ่งขึ้นและต้องมีการออกกฎระเบียบใหม่และสร้างความเข้าใจของบุคลากรในเทคโนโลยีบล็อกเชนความสำคัญของการป้องกันการจารกรรมข้อมูล ข้อบังคับอื่น ๆ ที่เกี่ยวกับการป้องกันข้อมูลส่วนบุคคล ซึ่งต้องมีกระบวนการเข้ารหัสลับ การกรอกข้อมูลส่วนบุคคลต่าง ๆ โดยต้องมีคณะทำงานที่คอยดูแลเกี่ยวกับเรื่องดังกล่าวโดยเฉพาะ รวมถึงการสร้างการรับรู้ของทุกฝ่ายในการมีอยู่ของเทคโนโลยีบล็อกเชนในกระบวนการพิจารณาในศาลยุติธรรมไทยอีกด้วย ดังนั้นจึงต้องมีการประชาสัมพันธ์ให้ทุกฝ่ายทราบและเข้าใจถึงเทคโนโลยีบล็อกเชนเพื่อให้สามารถใช้ได้อย่างมีประสิทธิภาพ อีกทั้งควรมีการนำเสนอข้อมูลเป็นขั้นตอนอย่างเป็นระบบ เข้าใจง่าย โดยเริ่มจากการประชาสัมพันธ์ตามสื่อสาธารณะต่าง ๆ เพื่อให้ทุกฝ่ายเข้าถึงข้อมูลดังกล่าว ซึ่งจะเป็นการส่งเสริมให้มีการใช้เทคโนโลยีบล็อกเชนอันจะเกิดประโยชน์สูงสุดในอนาคต

Abstract: The purposes of this research are 1) to study the problems and difficulties on the application of the blockchain technology belonging to the Thai Court of Justice, 2) to study the use of blockchain technology’s state to increase management efficiency of the Thai courts, and 3) to present guidelines forapplying an effective block chain technology Thai Court of Justice by using qualitative research methodology with an in-depth interview through 15 experts and a focus group containing 10 people. The research results were found that the blockchain technologyis used to support the development of court works in case administration, and to facilitate policies whichthe raise is required to be internationalby employing device for case administrative management and service for all decisions which are connected all world wide under the Electronic Court Data Base Integration System Program to increase the speed of judicial proceedings. Moreover, it is to issue some new regulations and to make people understand the blockchain technology, the importance of security for data piracy and to set other involving rules requires an encryption process. Filling out any personal information must provide a surveillantgroupespecially for that point which includesmake all divisions understand on existing block chain technology in the justice process belonging to Thai courts as well. Therefore, it is needed to providesome public relations about the block chain technology to employ effectively. In addition, there should bea systematic presentation having an easy acquisition through public relations with any public media to let all divisions access that information which will promote the block chain technology using to take the most beneficial advantages in the future.
