บทคัดย่อภาษาอังกฤษ
The objectives of this research were to: 1) analyze factors of secondary school administration with quality system to world-class standard; and 2) evaluate factors of secondary school administration with quality system to world-class standard. The Ethnographic Delphi Future Research (EDFR) was used in this research, while data were collected by mixed method integrating qualitative and quantitative methods. The research process was divided into 3 phases: phase 1 synthesizing factors of secondary school administration with quality system to world-class standard; phase 2 analyzing factor of secondary school administration with quality to world-class standard; and phase 3 evaluating factors of secondary school administration with quality system to world-class standard. The research informants were two groups of experts. Group 1 were 20 experts consisting of 5 university lecturers, 5 policy administrators under the Ministry of Education, and 10 school administrators in the world-class standard school project derived by snowball technique; and group 2 were 15 experts consisting of secondary school administrators with master or doctoral degree in educational administration derived by purposive sampling. The research instruments, developed by the researcher, were: 1) a semi-structured interview form, 2) a questionnaire with content validity between 0.60-1.00 and the internal consistency reliability coefficients of 0.99, and
3) a factor evaluation form. Data were analyzed with percentage, median, mode, interquartile range and content analysis.
The findings of this research were as follows:
1. Factors of secondary school administration with quality system to world-class standard consisted of 7 factors, 17 sub-factors and 54 items, with high to the highest level of median and high consensus. These were 1) strategic leadership, 2) strategic planning, 3) customer focus, 4) human resource development, 5) systematic management, 6) knowledge management and 7) performance results.
2. Factors of secondary school administration with quality system to
world-class standard were evaluated to be appropriate, practical, advantageous and useful over than 80 percent.
