Abstract: การศึกษาวิจัยนี้มีวัตถุประสงค์เพื่อประเมินผลโครงการชุมชนปลอดภัยไร้อาชญากรรมของตำรวจภูธรภาค 7 โดยใช้แบบจำลองการประเมินแบบ CIPP Model กลุ่มตัวอย่างเป็นเจ้าหน้าที่ตำรวจในโครงการสังกัดตำรวจภูธรภาค 7 ทั้งหมด จำนวน 208 คน ใช้แบบสอบถาม (Questionnaire) เป็นเครื่องมือในการเก็บข้อมูลและวิเคราะห์ค่าทางสถิติโดยใช้ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การวิเคราะห์ค่า Chi-square วิเคราะห์ข้อมูลโดยโปรแกรม SPSS for Window ผลการวิจัยสรุปได้ดังนี้ 1) ด้านข้อมูลปัจจัยภูมิหลังหรือสถานภาพส่วนบุคคล พบว่า กลุ่มตัวอย่างส่วนใหญ่ประชากรกลุ่มตัวอย่างเป็นเจ้าหน้าที่ตำรวจภูธรภาค 7 ที่เข้าร่วมโครงการชุมชนปลอดภัยไร้อาชญากรรมของตำรวจภูธรภาค 7 ที่ทำการศึกษาส่วนใหญ่เป็นเพศชาย มีอายุ 46 ปี ขึ้นไป การศึกษาต่ำกว่าระดับปริญญาตรี เป็นข้าราชการชั้นประทวนประสบการณ์ในการทำงาน/การปฏิบัติงานมากกว่า 20 ปี ขึ้นไป สถานภาพสมรสแล้ว มีรายได้ 15,000 บาทขึ้นไปต่อเดือน 2) ด้านระดับความคิดเห็นเกี่ยวกับการประเมินโครงการ พบว่าระดับความคิดเห็นในภาพรวมในระดับความคิดเห็นมากที่สุดด้านบริบทหรือสิ่งแวดล้อม ด้านผลผลิตและด้านความยั่งยืนของโครงการ ระดับมากด้านกระบวนการดำเนินการ ระดับปานกลาง 3) ด้านการทดสอบสมมติฐานระหว่างปัจจัยส่วนบุคคลกับระดับความคิดเห็นต่อการประเมินผลโครงการ พบว่า ปัจจัยด้าน เพศ ระดับการศึกษา ตำแหน่งหน้าที่ สถานภาพสมรส รายได้ จำนวนโครงการพัฒนาของสถานีตำรวจที่เคยดำเนินการ บทบาทในการดำเนินโครงการ และการสื่อสารระหว่างทีมงานมีความสัมพันธ์กับ ระดับของการดำเนินโครงการ ในขณะที่ อายุ ประสบการณ์ในการทำงาน/การปฏิบัติงาน ไม่มีความสัมพันธ์กับระดับ ของการดำเนินโครงการ 4) ข้อเสนอแนะจากการวิจัย คือ ควรประสานการดำเนินโครงการกับหน่วยอื่นๆ จัดสรรงบประมาณ และเพิ่มจำนวนบุคลากร ส่งเสริมและพัฒนาสวัสดิการและสิทธิประโยชน์ ยกย่องชมเชยผู้ปฏิบัติงาน ประชาสัมพันธ์ การดำเนินการและมีการสร้างเครือข่าย การศึกษาเปรียบเทียบ การจัดทำแผนที่การดำเนินการและวิจัยเชิงคุณภาพ

Abstract: The objective of this study was to assess the Crime Zero Community project of the 7th police provincial region through CIPP model. Two hundred and eight policemen who worked as operation officers in such project were the samples. Questionnaire was a tool for data collecting. The collected data were delineated through mean and standard deviation (S.D.) including Chi- square through SPSS for Windows. The results of this study showed that most of samples were male, forty-six years of age, bachelor degree, non - commissioned officers and had work experience/practice for more than 20 years. They were married and got average income of 15,000 baht per month. Furthermore the overall aspect on the context or environmental were at the most appropriate level, productivity and sustainability aspects of the project were at high level and process was at moderate level. The results found that sex, education level, position, income, marital status, number of police station improvement project ever performed, and communications between the teams were associated with the levels of the project operation. On the other hand, age and work experience had no significant relationship to the level of project execution. The study recommended that coordination with other units should be improved, allocation of project budget and the number of personnel should be increased appropriately, promotion and development welfare and benefits and recognition of the participation of the police officers, public relations and action network must be considered. A comparative study on the similar projects to set up the roadmap operations, and qualitative research must be conducted.
