Abstract: การวิจัยในครั้งนี้มีวัตถุประสงค์เพื่อศึกษาถึงการส่งเสริมการป้องกันอาชญากรรมสำหรับนักท่องเที่ยวของเจ้าหน้าที่รักษาความปลอดภัย, เพื่อศึกษาถึงปัจจัยที่เกี่ยวข้องกับการปฏิบัติงานที่มีความสัมพันธ์กับการส่งเสริมประสิทธิภาพด้านการป้องกันอาชญากรรมสำหรับนักท่องเที่ยวของเจ้าหน้าที่รักษาความปลอดภัยพระบรมมหาราชวัง และเพื่อให้ทราบแนวทางในการวางแผนการดำเนินงานเพื่อส่งเสริมประสิทธิภาพการปฏิบัติงานของเจ้าหน้าที่รักษาความปลอดภัย พระบรมมหาราชวังด้านการป้องกันอาชญากรรมสำหรับนักท่องเที่ยวภายในพระบรมมหาราชวัง โดยวิธีการวิจัยเชิงปริมาณกลุ่มตัวอย่าง คือเจ้าหน้าที่รักษาความปลอดภัยพระบรมมหาราชวัง ประกอบด้วย 4 กลุ่ม คือ 1) เจ้าหน้าที่ตำรวจวัง 2) เจ้าหน้าที่ฝ่ายรับรอง 3) เจ้าหน้าที่ฝ่ายประชาสัมพันธ์และเผยแพร่ 4) เจ้าหน้าที่ฝ่ายปฏิบัติการพิเศษ 191 และเจ้าหน้าที่ตำรวจ สน. พระราชวัง ใช้วิธีการกำหนดกลุ่มตัวอย่าง (Sample Size) ของ Taro Yamane เครื่องมือที่ใช้ในการวิจัย คือแบบสอบถามและนำเสนอโดยใช้วิธีการวิเคราะห์เชิงพรรณนา และใช้สถิติวิเคราะห์เชิงอนุมานเพื่อทดสอบสมมติฐานดังนี้ 1) สถิติการวิเคราะห์ความแปรปรวนทางเดียว (ANOVA) เพื่อทดสอบความแตกต่างระหว่างค่าเฉลี่ยมากว่า 2 กลุ่ม 2) การวิเคราะห์การทดสอบเชิงเส้นแบบพหุคูณเชิงซ้อน(Multiple Regression Analysis) มาใช้อธิบายความสัมพันธ์ระหว่างตัวแปร ผลการศึกษาปัจจัยที่สัมพันธ์กับการส่งเสริมการป้องกันอาชญากรรมสำหรับนักท่องเที่ยวภายใน พระบรมมหาราชวังของเจ้าหน้าที่รักษาความปลอดภัย พบว่า เจ้าหน้าที่รักษาความปลอดภัยพระบรมมหาราชวังที่มีปัจจัยส่วนบุคคลแตกต่างกันมีการส่งเสริมประสิทธิภาพด้านการป้องกันอาชญากรรมสำหรับนักท่องเที่ยวของเจ้าหน้าที่รักษาความปลอดภัยพระบรมมหาราชวังไม่แตกต่างกัน เนื่องจากหน้าที่ความรับผิดชอบของเจ้าหน้าที่รักษาความปลอดภัยพระบรมมหาราชวัง มีบทบาทที่ดูแลป้องกันอาชญากรรมให้กับนักท่องเที่ยว ซึ่งถือเป็นหน้าที่สำคัญต่อภาพลักษณ์การ ท่องเที่ยว ดังนั้น ไม่ว่าจะปฏิบัติงานอยู่ในหน่วยใดมีปัจจัยส่วนบุคคล เหมือนหรือต่างกันอย่างไรก็จะได้รับนโยบายในการปฏิบัติงานด้านการป้องกันอาชญากรรมนักท่องเที่ยวภายในพระบรมมหาราชวังเหมือนกันและยังพบว่าการวิเคราะห์ความแปรปรวนทางเดียวพบว่าปัจจัยที่เกี่ยวข้องกับการปฏิบัติงานทั้ง 12 ด้านมีความสัมพันธ์กับตัวแปรตาม คือการส่งเสริม ประสิทธิภาพด้านการป้องกันอาชญากรรมสำหรับนักท่องเที่ยวภายในพระบรมมหาราชวังอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.01 แต่เมื่อพิจาณาอิทธิพลตัวแปรอิสระทีละตัว พบว่า ปัจจัยด้านการปกครองบังคับบัญชา มีผลต่อการส่งเสริมประสิทธิภาพด้านการป้องกันอาชญากรรมสำหรับนักท่องเที่ยวของเจ้าหน้าที่รักษาความปลอดภัยพระบรมมหาราชวังมากที่สุด รองลงมาคือปัจจัยด้านความรู้เกี่ยวกับงานในหน้าที่ และปัจจัยที่น้อยที่สุดคือปัจจัยด้านการมีส่วนร่วม ข้อเสนอแนะ ในการศึกษาครั้งนี้ คือ ควรศึกษาตัวแปรอื่นๆ ที่มีอิทธิพลต่อการส่งเสริมประสิทธิภาพการปฏิบัติงาน เช่น ปัจจัยจูงใจในการทำงาน และศึกษาวิจัยกับกลุ่มตัวอย่างให้ครอบคลุมทั้งระดับผู้บริหาร หัวหน้างาน เพื่อเปรียบเทียบระดับประสิทธิภาพการทำงานของบุคคลากรทั้งองค์กรว่าแตกต่างกันอย่างไร นอกจากนั้นอาจศึกษาโดยใช้แบบการวิจัยเชิงคุณภาพ โดยการสัมภาษณ์เชิงลึกหรือการสังเกตฯลฯ เพื่อให้ได้ข้อมูลที่เกิดประโยชน์ต่อการพัฒนามากขึ้น

Abstract: This research aims to study the promotion of crime prevention to the tourists of the Royal Palace security officers, to study the factors related to the operation that is associated with the promotion of effective crime prevention of the Royal Palace security officers, and to determine the guidelines for the implementation plan to enhance the operational efficiency of the Royal Palace security officers to prevent crime to the tourists within the Royal Palace. Quantitative research method was used. Population in this research was the officers who are in charge of the crime prevention for the tourists within the Royal Palace divided into 4 groups; 1) Royal Palace Police officers 2) Reception officers 3) Public Relations officer 4) 191 Special Operation officers and Police of Phra Ratchawang police station. Taro Yamane's Sample Size was defined. The tools used were the questionnaires. The presentation was conducted by means of descriptive analysis and inferential statistical analysis to test the hypothesis as follows 1) One way analysis of variance: (ANOVA) to test the difference between an average of more than two groups 2) Multiple Regression Analysis to describe relationships between variables. It was found that, the Royal Palace security officers who had different personal factors had no difference on the promotion of effective crime prevention to the tourists as their responsibility is crime prevention that is important to tourism image. Thus, whether working on any units, possess similar or difference personal factors, the officers will receive the same policy in the operation of efficacy crime prevention to the tourists within the Royal Palace. Additionally, it was also found that, in terms of ANOVA analysis, 12 factors related to the operation associated with variables statistical significance level at 0.01. When considering the influence of independent variables one at a time, it was found that factor on commanding most affected the promotion of effective crime prevention to the tourists of the Royal Palace security officers, next was factor on knowledge on duty, while factor on participation has least affected on promotion of effective crime prevention. Suggestions for this study: other research framework that influenced the promoting of operational efficiency should be added, for example, the factor on the motivation to work, the factor on personality. For further study, sample studying should be conducted and the executive and supervisor should be included in order to check the comparison on how difference of the performance level of the entire personnel of the organization. Moreover, Qualitative research should be conducted using the Depth interviews and Participation, etc., for more closer to the reality for development in the future.
