Abstract:
The objectives of this research were to 1) study the management reform policy of medium enterprises (traditional grocery stores) in Thailand, 2) study the factors affecting the management reform policy of medium enterprises (traditional grocery stores) in Thailand and 3) propose recommendations for improvement the factors affecting the management reform policy of medium enterprises (traditional grocery stores) in Thailand. The qualitative research was conducted by using documentary research, structured interviewing from 124 key informants selected purposively in four target groups comprising 16 top executives of the Ministry of Commerce, 72 modern retailers and traditional retailers from 4 regions of the Northern, the Central, the Northeastern, and the Southern which were 18 persons each of regions and 36 consumers of traditional grocery stores and focus group discussion of 12 persons selected from the entrepreneurs of traditional grocery stores. The data were analyzed by using analytic induction and interpretation. The research findings were as follows: 1. The management reform policy of medium enterprises (traditional grocery stores) in Thailand, which medium enterprises defined as the business of direct products exchange without middleman, called retail trade so that the policy composed of the important sequential issues 1) modernization of medium enterprises 2) networking systems between the medium enterprises (traditional grocery stores) 3) modernity of production and distribution of goods and services 4) competitiveness of traditional grocery stores to the modern convenience stores and 5) the business operations for survival and sustainability. The targets of these policy were to develop the medium enterprises to be modernity, the products were distributed by supply chain management and standardization of production and selling. 2.The factors affecting the management reform policy of the medium enterprises (traditional grocery stores) in Thailand composed of the important sequential factors (1) the medium enterprise reform policy of government with clear objectives, the National Economic and Social Development Plan should more promoted the medium enterprise, established the concrete law and the policy must be implemented seriously 2) the medium enterprise management should emphasized the quality of goods production and services, reasonable price for competition, using the information and communication technology, capacity of efficient distribution and services 3) the marketing management composed of retailing mix including the product, the price, the personality, the promotion and the place or 5Ps and 4) the think-different visions and strategies for competition and diversity of products. 3. The proposed recommendations for improvement the factors affecting the management reform policy of medium enterprises (traditional grocery stores) in Thailand composed of 1) the government should be held the medium enterprise reform policy and law with clear and concrete objectives which able to law enforcement seriously and continually 2) developing the Small and Medium Enterprise Institute in the form of funds or foundations which the executives board were recruited from the public sector, private sector and the academicians in order to flexible management 3) installed the inclusive logistics of supply chain system between the wholesalers and retailers 4) developing the cooperation network of traditional grocery stores to the digital market and 5) the public sectors must be adhered clearly the policy for protection and prevention of traditional grocery stores whose the Thais entrepreneurs be able to compete and survive.
