Abstract: การวิจัยครั้งนี้ มีวัตถุประสงค์ 1) เพื่อศึกษาระดับภาวะผู้นำเชิงกลยุทธ์ในศตวรรษที่ 21 ของผู้บริหารสถานศึกษาในอำเภอแม่สรวย สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเชียงราย เขต 2 2) เพื่อศึกษาระดับประสิทธิผลของสถานศึกษาในอำเภอแม่สรวย สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเชียงราย เขต 2 และ 3) เพื่อศึกษาความสัมพันธ์ระหว่างภาวะผู้นำเชิงกลยุทธ์ในศตวรรษที่ 21 ของผู้บริหารสถานศึกษากับประสิทธิผลของสถานศึกษาในอำเภอแม่สรวย สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเชียงราย เขต 2 กลุ่มตัวอย่าง ได้แก่ ผู้บริหารสถานศึกษาและครูในอำเภอแม่สรวย สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเชียงราย เขต 2 ใช้ขนาดกลุ่มตัวอย่าง จำนวน 260 คน และใช้วิธีการสุ่มตัวอย่างแบบชั้นภูมิ (Stratified Random Sampling) โดยกำหนดศูนย์เครือข่ายพัฒนาคุณภาพการศึกษาเป็นชั้น เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลเป็นแบบสอบถามมาตรประมาณค่า 5 ระดับ โดยหาค่าดัชนีความสอดคล้องของเครื่องมือ (Index of Item Objectives Congruence: IOC) ระหว่างข้อคำถามกับเนื้อหามีค่า 0.67–1.00 และหาค่าสัมประสิทธิ์แอลฟา (Alpha Coefficient) ได้ค่าความเชื่อมั่นของภาวะผู้นำเชิงกลยุทธ์ในศตวรรษที่ 21 ของผู้บริหารสถานศึกษา เท่ากับ 0.97 และค่าความเชื่อมั่นของประสิทธิผลของสถานศึกษา เท่ากับ 0.95 และค่าความเชื่อมั่นของแบบสอบถามทั้งฉบับเท่ากับ 0.98 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ การแจกแจงความถี่ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน ความเที่ยงตรง ค่าสัมประสิทธิ์แอลฟา และค่าสัมประสิทธิ์สหสัมพันธ์แบบเพียร์สัน (Pearson’ Product Moment Correlation Coefficient) ผลการวิจัยพบว่า 1) ภาวะผู้นำเชิงกลยุทธ์ในศตวรรษที่ 21 ของผู้บริหารสถานศึกษาในอำเภอแม่สรวย สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเชียงราย เขต 2 ในภาพรวมมีค่าเฉลี่ยอยู่ในระดับมาก 2) ประสิทธิผลของสถานศึกษาในอำเภอแม่สรวย สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเชียงราย เขต 2 ในภาพรวมมีค่าเฉลี่ยอยู่ในระดับมาก 3) ความสัมพันธ์ระหว่างภาวะผู้นำเชิงกลยุทธ์ในศตวรรษที่ 21 ของผู้บริหารสถานศึกษากับประสิทธิผลของสถานศึกษาในอำเภอแม่สรวย สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเชียงราย เขต 2 โดยรวมมีความสัมพันธ์กันทางบวกในระดับสูงอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.01

Abstract: This research purpose were 1) to study the level of strategic leadership of administrators in the 21st century in Mae Suai District under, Chiang Rai Primary Education Service Area Office 2. 2) to study the level of effectiveness of schools in Mae Suai District under, Chiang Rai Primary Education Service Area Office 2. 3) to study the relationship between Strategic Leadership of Administrators in the 21st Century and Effectiveness of Schools in Mae Suai District under, Chiang Rai Primary Education Service Area Office 2. The sample of this research were 260 people and used Stratified random Sampling by specify instruction center network as level. The tools for this research were 5 level rating scale by Index of Item Objectives Congruence (IOC) between the question and the content of 0.67-1.00 and by using Alpha Coefficient to get reliability level of strategic leadership in 21st century of schools directors equal to 0.97. While the reliability level of school effectiveness equal to 0.95. The reliability of the questionnaire equals to 0.98. The statistic that were used in this research were frequency distribution, percentage, mean, standard deviation, validity, Alpha coefficient and Pearson’ Product Moment Correlation Coefficient. The result showed that: 1) The strategic leadership in 21st century of school directors in Mae Suai of Chiang Rai Primary Educational Service Area Office 2 has mean in high level. 2) The school effectiveness in Mae Suai of Chiang Rai Primary Educational Service Area Office 2 has mean in high level. 3) The relationship between the strategic leadership in 21st century of school directors and the school effectiveness in Mae Suai of Chiang Rai Primary Educational Service Area Office 2 totally in positive level with statistical significant equal to 0.01
