Abstract:
The objective of the research was to propose guidelines to strengthen and develop the
Revenue Department personnel to be consistent with the national development model towards Thailand
4.0 by using mixed method research. In qualitative research, in-depth interviews were conducted in
order to search for the characteristics of the current Revenue Department personnel and personnels
qualification targets which were consistent with the national development towards Thailand 4.0. In
quantitative research, questionnaires were used to survey opinions, current characteristics of Revenue
Department personnel and the personnels qualifications that users expected to receive from the
Revenue Department Agency, and focus group on specific issues was conducted to confirm the results
of the study. The researcher found that human resource and personnel development, that was consistent
with the development model of Thailand 4.0, consisted of skills, knowledge, ability, social responsibility
Thai identity, and digital technology, all of which were classified into 5 aspects. From the survey of the
need for personnel development of the Revenue Department, it was found that the social responsibility
had the highest PNI value, and it was followed by knowledge, identity, skills and ability. The last rank
was digital technology with the lowest PNI value. From the focus group discussion, the results were
consistent with the guidelines for human resources development in all aspects and features by
considering priorities with the need for important or urgent features in the operational context of the area
and by designing the development framework for skills, knowledge and competencies simultaneously to
cover all tasks as well as by applying the appropriate tools. Finally, from this research, there were
analysis of the process, the service of the agency and the importance level necessary for the
development to improve and develop personnel to be qualified in accordance with the organizational
and national needs in order to produce the highest efficiency of the goals to drive the Revenue
Department, which was one of the government organizations towards Thailand 4.0.
