Abstract: การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาระดับปัญหาและอุปสรรคในการปฏิบัติงานของเจ้าหน้าที่ตํารวจ ศูนย์พิสูจน์หลักฐาน 2 (ชลบุรี) สังกัดสํานักงานพิสูจน์หลักฐานตํารวจ สํานักงานตํารวจแห่งชาติและเพื่อศึกษาความสัมพันธ์ระหว่างปัญหาและอุปสรรคในการปฏิบัติงานกับผลการปฏิบัติงานของเจ้าหน้าที่ตํารวจ ศูนย์พิสูจน์หลักฐาน 2 สังกัดสํานักงานพิสูจน์หลักฐานตํารวจ สํานักงานตํารวจแห่งชาติกลุ่มตัวอย่างที่ใช้ในการวิจัยครั้งนี้ คือ เจ้าหน้าที่ตํารวจที่ปฏิบัติงานภายในศูนย์พิสูจน์หลักฐาน 2 (ชลบุรี) สังกัดสํานักงานพิสูจน์หลักฐานตํารวจ สํานักงานตํารวจแห่งชาติ จํานวน 158 รายการวิเคราะห์ข้อมูลใช้ประมวลผลด้วยโปรแกรมสําเร็จรูปทางสถิติสถิติที่ใช้ได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ในการทดสอบสมมติฐานใช้การทดสอบค่าที การวิเคราะห์ความแปรปรวนแบบทางเดียวและค่าสัมประสิทธิสหสัมพันธ์เพียรสัน โดยกําหนดระดับนัยสําคัญทางสถิติที่ระดับ 0.05 ผลการวิจัยพบว่า 1. ระดับปัญหาและอุปสรรคในการปฏิบัติงานของเจ้าหน้าที่ตํารวจศูนย์พิสูจน์ หลักฐาน 2 (ชลบุรี) สังกัดสํานักงานพิสูจน์หลักฐานตํารวจ สํานักงานตํารวจแห่งชาติพบว่า ในภาพรวมเจ้าหน้าที่ตํารวจที่ตอบแบบสอบถามส่วนใหญ่มีระดับความคิดเห็นต่อปัญหาและอุปสรรคในการปฏิบัติงาน มีค่าเฉลี่ยอยู่ในระดับน้อย เมื่อพิจารณาเป็นรายด้าน พบว่า มีรายด้านที่มีปัญหาและอุปสรรคในการปฏิบัติงานอยู่ในระดับปานกลาง 1 ประเด็น คือ ด้านงบประมาณ (µ =2.95) นอกจากนั้นยังมีรายด้านที่อยู่ในระดับน้อยอีก 6 ประเด็น เรียงลําดับจากมากไปน้อยดังนี้ ด้านขวัญและกําลังใจ (µ =2.29) รองลงมาคือด้านวัสดุอุปกรณ์และเทคโนโลยี (µ =2.27) ด้านโครงสร้างและกระบวนการทํางาน (µ =2.14) การจัดการความรู้และนวัตกรรม (µ =1.95) ด้านกําลังพล (µ =1.94) และด้านการวางแผน และนโยบาย (µ =1.81) ตามลําดับ และมีรายด้านที่อยู่ในระดับน้อยที่สุดอีก 1 ประเด็น ได้แก่ ด้านศักยภาพของผู้บริหาร (µ =2.65) 2. เจ้าหน้าที่ตํารวจศูนย์พิสูจน์หลักฐาน 2 สังกัด สํานักงานพิสูจน์หลักฐานตํารวจที่มีเพศระดับการศึกษารายได้เฉลี่ยต่อเดือน อายุราชการและระดับชั้นยศต่างกันมีผลการปฏิบัติงานแตกต่างกัน อย่างมีนัยสําคัญทางสถิติที่ระดับ .05 และ 3. ปัญหาและอุปสรรคในการปฏิบัติงาน ในภาพรวม ด้านการวางแผน และนโยบาย ด้านโครงสร้างและกระบวนการทํางาน ด้านกําลังพล ด้านงบประมาณ ด้านวัสดุอุปกรณ์และเทคโนโลยีด้านขวัญและกําลังใจและด้านการจัดการความรู้และนวัตกรรม มีความสัมพันธ์กับระดับผลการปฏิบัติงานของเจ้าหน้าที่ตํารวจ ศูนย์พิสูจน์หลักฐาน 2 สังกัดสํานักงานพิสูจน์หลักฐานตํารวจ สํานักงานตํารวจแห่งชาติอย่างมีนัยสําคัญทางสถิติที่ระดับ .05

Abstract: The purpose of this research was to study the Problem and obstacles of operation of Scientific Crimes Detection Center 2, Office of Forensic Science Police, Royal Thai Police. And to study relationship betweenthe Problem and obstacles and operation of Scientific Crimes Detection Center 2, Office ofForensic Science Police, Royal Thai Police. The sample consisted of 158 police of Scientific Crimes Detection Center 2 . The instrument used in this study was a questionnaire. The statistics used in data analysis composed of mean, Standard deviation, t-test, One-way ANOVA and Pearson Product Moment Correlation Coefficient. The level of statistical significance was set at 0.05. The result showed that : 1. The research results revealed that their level of problem and obstacles of operation of scientific crimes detection center 2, Office of forensic science Police, Royal Thai Police was at a less level in overall (µ =2.11). When taking each aspect into consideration, it was found that their evel of problem and obstacles of operation was also at aneutral level in budget management factor (µ =2.95). By the way the problem and obstacles level was at a less level in Morale (µ =2.29)Sort these six aspect in order of their problem and obstacles, from most to least In equipment and technology (µ =2.27), Structure and work processes (µ =2.14), Knowledge and innovation management (µ =1.95), human management (µ =1.94) and Planning and policy (µ =1.81) respectively. 2. Hypothesis testing showed that police of scientific crimes detection center 2 with different gender, education, income,duration of work, and royal thai police ranks wereSignificantly related to operation of scientific crimes detection center 2, Office of forensic science Police, Royal Thai Police at the 0.05 level. 3. The problem and obstacles of operation of scientific crimes detection center 2, Office of forensic science Police, Royal Thai Police in overall, Planning and policy, Structure and work processes, human management, budget management, equipment and technology, morale, and Knowledge and innovation management wereSignificantly relatedto operation of scientific crimes detection center 2, Office of forensic science Police, Royal Thai Police at the 0.05 level.
