Abstract: การวิจัยเรื่อง ยุทธศาสตร์ชาติว่าด้วยการจัดการภาวะผู้สูงอายุในประเทศไทย: การจัดสวัสดิการสังคม เพื่อความมั่นคงของผู้สูงอายุ ทําการวิจัยแบบผสมผสาน (Mixed Methods Research) โดยการสัมภาษณ์แบบเจาะลึก (In-depth interviews)และสํารวจโดยใช้แบบสอบถามที่ผู้วิจัยสร้างขึ้นเก็บข้อมูลจากกลุ่มประชากรที่เป็นผู้สูงอายุระหว่างวันที่ 1 เมษายน – 31 ตุลาคม 2560 การวิจัยเชิงคุณภาพได้จากการศึกษาเอกสารและการสัมภาษณ์จากผู้ที่มีความรู้และความเข้าใจในประเด็นผู้สูงอายุ ผลการวิจัยพบว่า ประเทศไทยได้เข้าสู่การเป็นสังคมสูงวัย มาตั้งแต่ปีพ.ศ. 2548 คาดว่าจะเป็น “สังคมสูงวัยโดยสมบูรณ์” ในปี พ.ศ. 2564 และเป็น “สังคมสูงวัยระดับสุดยอด” ภายในปีพ.ศ. 2578 จากการสํารวจสภาวะของผู้สูงอายุ พบว่า ผู้สูงอายุส่วนใหญ่มีสุขภาพอนามัยดี มีพฤติกรรมสุขภาพอยู่ในระดับดีมาก ได้รับการศึกษาโดยใช้คอมพิวเตอร์ได้รับข้อมูลข่าวสารจากโทรทัศน์พักอาศัยอยู่กับบุตร / หลาน มีสัมพันธภาพในครอบครัวอยู่ในระดับดีมาก มีเงินได้จากเบี้ยยังชีพผู้สูงอายุส่วนใหญ่ไม่มีเงินออม กิจกรรมที่ผู้สูงอายุเข้าร่วมมากที่สุด คือ ทําบุญ ส่วนใหญ่ได้รับบริการทางสังคมจากการช่วยเหลือเงินเบี้ยยังชีพได้รับการสนับสนุนค่าใช้จ่ายด้านอํานวยความยุติธรรม ผลกระทบของผู้สูงอายุ แบ่งเป็น ผลกระทบระดับประเทศ ได้แก่ ผลกระทบต่อ GDP ผลกระทบต่อศักยภาพการเติบโตทางเศรษฐกิจ ภาระงบประมาณของประเทศ การออม ด้านแรงงาน และการปรับตัวในภาคธุรกิจผลกระทบระดับบุคคลได้แก่รายได้ของผู้สูงอายุ ปัญหาสุขภาพทางกาย ปัญหาด้านความรู้ ปัญหาด้านสังคม ปัญหาด้านจิตใจ สภาพแวดล้อมทางกายภาพ ที่พักอาศัยและผู้ดูแลผู้สูงอายุ การจัดสวัสดิการสังคมผู้สูงอายุมีกระทรวงการพัฒนาสังคมและความมั่นคงของมนุษย์ เป็นหน่วยงานหลักในการบูรณาการ มาตรการด้านผู้สูงอายุระยะแรกรัฐบาลจัดให้มีสถานสงเคราะห์คนชราบ้านบางแคในปี 2496 มีกฎหมายกลางที่ใช้ในการจัดสวัสดิการสังคมผู้สูงอายุ คือ พระราชบัญญัติผู้สูงอายุแห่งชาติ พ.ศ. 2546 พระราชบัญญัติ ส่งเสริมการจัดสวัสดิการสังคม พ.ศ. 2546 วางกรอบการพัฒนาประเทศคือยุทธศาสตร์ชาติ 20 ปี (พ.ศ.2561-2580) แผนพัฒนาเศรษฐกิจและสังคมแห่งชาติ ฉบับที่ 12 (พ.ศ.2560-2564) และดําเนินการตามมาตรการรองรับสังคมผู้สูงอายุ ตามมติคณะรัฐมนตรีเมื่อวันที่ 8 พฤศจิกายน 2559 ปัญหาข้อจํากัดของการนํานโยบายหรือมาตรการด้านการจัด สวัสดิการผู้สูงอายุไปปฏิบัติได้แก่ ด้านสัมพันธภาพในครอบครัว การดูแลสุขภาพของผู้สูงอายุ หลักประกันรายได้ สิ่งอํานวยความสะดวกสําหรับผู้สูงอายุ แหล่งเงินสนับสนุนสวัสดิการผู้สูงอายุ ความมั่นคงของระบบสวัสดิการผู้สูงอายุ และกฎหมายเฉพาะสําหรับสวัสดิการผู้สูงอายุ และแนวทางที่เหมาะสมในการจัดสวัสดิการสังคมเพื่อความมั่นคงของผู้สูงอายุ มีข้อเสนอยุทธศาสตร์ ได้แก่พัฒนาสัมพันธภาพในครอบครัว เพิ่มศักยภาพการดูแลสุขภาพผู้สูงอายุพัฒนาระบบการจ้างงานผู้สูงอายุ พัฒนาโครงข่ายบริการสาธารณะและบริหารจัดการสวัสดิการสังคมผู้สูงอายุ

Abstract: Research on the “National strategic for aging condition management in Thailand: Social welfare arrangement for the security of the elderly” adopted the Mixed Methods Research using the In-depth interviews and questionnaire survey developed by the researcher to collect data from the elderly populations during April 1 – October 31 2017.This qualitative study had researched on documents and interviews from those with knowledge and understanding on the elderly issues. It was found from the results that Thailand had entered into aging society since B.E. 2548. It was expected to become the “completely aging society” in B.E.2564and the “top aging society” within 2578. According to the survey on the elderly aging condition, most of them had good health with the excellence level of healthy behavior. They were educated to use computer and received the information from television. They lived with their children and grand children with the excellence level of family relationship. They had income from elderly allowance, most of them had no saving amount and the activity that most of the elderly attended was making merit. Most of them received social service from the elderly allowance as well as the support on justice facilitation. Elderly impacts can be divided into the national impacts such as the impact toward GDP, the potential of business growth, national load budget, saving, workforce and adaptation in the business sector. Individual impacts were for instance, elderly income, health problems, problem of knowledge, social problem, mental problem, physical environment, accommodation and elderly caregiver. For the social welfare arrangement in aging society, the Ministry of Social Development and Human Security was the core unit to process on the elderly measurement. Initially, the government arranged to have the Old age home Bang Kae in B.E.2496 and there was the central regulation to use for the elderly social welfare arrangement which was the National Elderly Act B.E. 2546, Social Welfare Promotion Act B.E. 2546 and the national development framework which was in the 20years national strategic (B.E.2561-2580), National economic and social development plan issue no. 12 (B.E.2560-2564) and these were processed according to the supporting measure for the aging society according to the cabinet resolution on November 8th B.E. 2559. The problems and limitations to bring the policy or the measurement of Social welfare arrangement for the security of the elderly to practice were for instance, elderly health caregiver, security of income, facilities for the convenience of elderly, sources of aging welfare fund, security of the elderly welfare system, the particular laws for the elderly social welfare and the proper guidelines for the Social welfare arrangement for the security of the elderly. The strategic suggestions were for example, development of relationship in family, adding the elderly caregiver potential, development of elderly employment system, development of public service network and the elderly social welfare management.
