Abstract: งานวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาการมีส่วนร่วมของประชาชนในการจัดทําแผนพัฒนาท้องถิ่นและศึกษาปัจจัยที่มีผลต่อการมีส่วนร่วมของประชาชนในการจัดทําแผนพัฒนาท้องถิ่นขององค์การบริหารส่วนตําบลแหลมฟ้าผ่า อําเภอพระสมุทรเจดีย์ จังหวัดสมุทรปราการ และเพื่อศึกษาข้อเสนอแนวทางในการพัฒนาการมีส่วนร่วมของประชาชนในการจัดทําแผนพัฒนาท้องถิ่นขององค์การบริหารส่วนตําบลแหลมฟ้าผ่า อําเภอพระสมุทรเจดีย์ จังหวัดสมุทรปราการ กลุ่มตัวอย่าง คือ ประชาชนในเขตพื้นที่องค์การบริหารส่วนตําบลแหลมฟ้าผ่า อําเภอพระสมุทรเจดีย์ จังหวัดสมุทรปราการ จํานวน 369 คน จากการสุ่มตัวอย่างแบบบังเอิญ เครื่องมือที่ใช้ คือ แบบสอบถามผลการศึกษามีดังนี้ 1. การมีส่วนร่วมของประชาชนในการจัดทําแผนท้องถิ่นขององค์การบริหารส่วนตําบลแหลมฟ้าผ่า อําเภอพระสมุทรเจดีย์ จังหวัดสมุทรปราการ ในภาพรวมอยู่ในระดับปานกลาง เมื่อพิจารณาเมื่อพิจารณาตามรายด้าน พบว่า ด้านที่มีค่าเฉลี่ยสูงสุด คือ ด้านร่วมรับผลประโยชน์รองลงมา คือ ด้านการร่วมคิด และด้านร่วมวางแผน และด้านที่มีค่าเฉลี่ยตํ่าที่สุด คือ ด้านการร่วมติดตามและประเมินผล และด้านร่วมปฏิบัติ ตามลําดับ 2. ผลการเปรียบเทียบคุณลักษณะของประชากรที่มีผลต่อการมีส่วนร่วมของประชาชนในการจัดทําแผนพัฒนาท้องถิ่นขององค์การบริหารส่วนตําบลแหลมฟ้าผ่า อําเภอพระสมุทรเจดีย์ จังหวัดสมุทรปราการ พบว่า ประชาชนที่มีสถานภาพการสมรส ระดับการศึกษา รายได้เฉลี่ยต่อเดือน แตกต่างกันจะมีส่วนร่วมโดยรวมในการจัดทําแผนพัฒนาท้องถิ่นขององค์การบริหารส่วนตําบลแหลมฟ้าผ่า อําเภอพระสมุทรเจดีย์ จังหวัดสมุทรปราการ ไม่แตกต่างกัน โดยประชาชนที่มีเพศ อายุ อาชีพ แตกต่างกัน จะมีส่วนร่วมในการจัดทําแผนพัฒนาท้องถิ่นขององค์การบริหารส่วนตําบลแหลมฟ้าผ่า อําเภอพระสมุทรเจดีย์ จังหวัดสมุทรปราการ ที่แตกต่างกันอย่างมีนัยสําคัญทางสถิติที่ระดับ .05 3. ข้อเสนอแนวทางการพัฒนาการมีส่วนร่วมของประชาชนในการจัดทําแผนพัฒนาท้องถิ่นขององค์การบริหารส่วนตําบลแหลมฟ้าผ่า อําเภอพระสมุทรเจดีย์ จังหวัดสมุทรปราการ ควรจัดประชาคมอย่างน้อยสองถึงสามวันเพื่อความสะดวกในเรื่องเวลาที่ไม่ตรงกัน ควรนําประชาชนที่ไม่ได้ดํารงตําแหน่งใดเข้าไปมีส่วนร่วมในขั้นตอนการวางแผน ควรให้ประชาชนมาร่วมเป็นคณะกรรมการตรวจรับการจัดซื้อจัดจ้าง ควรให้ประชาชนมีส่วนร่วมในการตรวจสอบการใช้จ่ายงบประมาณ ควรให้ประชาชนได้รับประโยชน์จากโครงการด้านความปลอดภัยอย่างเป็นรูปธรรมมากขึ้น

Abstract: The study has the purpose to study the participation of people in the local development plan and study factors that affecting the participation of people in the local development plan of Laem Fha Pha subdistrict Administration organization, Phra Samutchedi district, Samut Prakarn Province. And in order to study the proposals guideline in the development of the participation of people in the local development plan of Laem Fha Pha subdistrict Administration organization, Phra Samut Chedi district, Samut Prakarn Province. The sampling group is the people in the area of Laem Fha Pha subdistrict Administration organization, Phra Samut Chedi district, Samut Prakarn Province amount 369 people from the accidental sampling. The tool of this study used the questionnaire that also from the survey. The results are as follows: 1. Participation of people in the preparation of local development plan of Laem Fha Pha subdistrict Administration organization, Phra Samut Chedi district, Samut Prakarn Province in overall is at a moderate level. When considering each aspect, it was found that the highest average value was the benefit sharing, followed by the thinking and planning. And the lowest mean values are the follow-up and evaluation, and in collaboration, respectively. 2. The comparison of the characteristics of the population affecting the participation of people in the development of local development plan of Laem Fha Pha subdistrict Administration organization, Phra Samut Chedi district, Samut Prakarn Province found that people with marital status, education level, estimate salary which have different participation in the development of local development plan of Laem Fha Pha subdistrict Administration organization, Phra Samut Chedi district, Samut Prakarn Province have not different. The people with different gender, age, occupation will participation in the local development plan of Laem Fha Pha subdistrict Administration organization, Phra Samut Chedi district, Samut Prakarn Province have different with statistical significance at .05 level. 3. Proposals guideline for the development of public participation in the local development plan of Laem Fha Pha subdistrict Administration organization, Phra Samut Chedi district, Samut Prakarn Province: the community should be organized at least two to three days for the convenience of inconsistent time. They should bring people who do not hold any positions to participate in the planning process, should allow people to join as a procurement committee, should allow people to participate in monitoring budget expenditures. And should allow people to benefit from more concrete safety projects.
