Abstract: การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาระดับความคิดเห็นและเปรียบเทียบความคิดเห็นของประชาชนที่มีต่อการบริหารงานตามหลักธรรมาภิบาลของเทศบาลเมืองมาบตาพุด และศึกษาข้อเสนอแนะของประชาชนเกี่ยวกับการบริหารงานตามหลักธรรมาภิบาลของเทศบาลเมืองมาบตาพุด จังหวัดระยอง โดยเป็นการวิจัยเชิงปริมาณที่เก็บข้อมูลจากกลุ่มตัวอย่างจํานวน 400 คน การวิเคราะห์ข้อมูลใช้การแจกแจงความถี่ หาค่าร้อย ละค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน จากนั้นทดสอบความสัมพันธ์ระหว่างปัจจัยคุณลักษณะของประชาชนที่มีต่อการบริหารงานตามหลักธรรมาภิบาลของเทศบาลเมืองมาบตาพุดด้วยสถิติ t-Test สําหรับคุณลักษณะของประชากรที่แบ่งได้ 2 กลุ่ม และสถิติ F-Test สําหรับคุณลักษณะของประชากรที่แบ่งได้ 3 กลุ่มขึ้นไป ที่ระดับ นัยสําคัญทางสถิติ .05 ผลการศึกษา พบว่า กลุ่มตัวอย่างส่วนใหญ่เป็นเพศชาย ร้อยละ 63.7 มีอายุระหว่าง 31 –45 ปี ร้อยละ 42.2 มีสถานภาพสมรส ร้อยละ 47.2 มีการศึกษาระดับอนุปริญญา / ปวส. ร้อยละ 44.8 มีอาชีพพนักงานเอกชน/ โรงงานอุตสาหกรรม ร้อยละ 47.4 และมีรายได้ตั้งแต่ 15,001 –20,000 บาท ร้อยละ 55.4 และมีการรับรู้ข้อมูลข่าวสารจากสื่อพิมพ์มากที่สุด คิดเป็นร้อยละ 69.8 ผลการศึกษา พบว่า ประชาชนมีระดับความคิดเห็นต่อการบริหารงานตามหลักธรรมาภิบาลของ เทศบาลเมืองมาบตาพุด จังหวัดระยอง ในภาพรวม อยู่ในระดับมากที่สุด เมื่อพิจารณาตามรายด้าน พบว่า ด้านที่มีค่าเฉลี่ยสูงสุด คือ ด้านการมีส่วนร่วม รองลงมาคือ ด้านความคุ้มค่า ด้านความรับผิดชอบ ด้านคุณธรรม ด้านความโปร่งใส และด้านที่มีค่าเฉลี่ยตํ่าสุด คือ ด้านนิติธรรม ตามลําดับ ผลการศึกษา พบว่า ปัจจัยส่วนบุคคลที่มีผลต่อระดับความคิดเห็นต่อการบริหารงานตามหลักธรรมาภิบาลของเทศบาลเมืองมาบตาพุด จังหวัดระยอง คือ เพศ ส่วนปัจจัยส่วนบุคคลที่ไม่มีผลต่อระดับความคิดเห็นต่อการบริหารงานตามหลักธรรมาภิบาลของเทศบาลเมืองมาบตาพุด จังหวัดระยอง คือ อายุสถานภาพ ระดับการศึกษา อาชีพ รายได้ต่อเดือน และการรับรู้ข้อมูลข่าวสาร ผลการศึกษา พบว่า ประชาชนมีข้อเสนอแนะเกี่ยวกับการบริหารงานตามหลักธรรมาภิบาลของ เทศบาลเมืองมาบตาพุด โดยเห็นควรให้เทศบาลเมืองมาบตาพุดให้บริการประชาชนด้วยความเสมอภาค พร้อมทั้ง ควรใช้อํานาจในการอนุมัติและออกคําสั่งต่าง ๆ อย่างเป็นธรรม ที่สําคัญคือ ควรมีการเปิดเผยข้อมูลให้แก่ประชาชนรับทราบ เช่น งบประมาณ การจัดซื้อ-จัดจ้าง เป็นต้น และควรให้ประชาชนเข้ามามีส่วนร่วมในการดําเนินงานด้วย เพื่อเป็นการส่งเสริมกระบวนการดําเนินงานให้มีความโปร่งใสยิ่งขึ้น อีกทั้งควรมีการซ่อมบํารุง อุปกรณ์และเครื่องมือต่าง ๆ ให้มีสภาพพร้อมใช้งาน เพื่อสามารถให้บริการประชาชนได้อย่างมีประสิทธิภาพ

Abstract: The purpose of this research is to study the level of opinion and compare the opinions of the people towards the administration according to the principles of good governance, Maptaphut Municipality. And study the recommendations of the people about administration according to the principles of good governance, Maptaphut Municipality, Rayong Province. It is the quantitative research that collects data from a sample of 400 people. Data analysis was based on frequency distribution, percentage, mean, standard deviation (SD). And then test the relationship between the characteristics of the people with the service Job according to the good governance of Maptaphut Municipality with T-Test statistics for the characteristics of the population that can be divided into 2 groups, and F-Test statistics for the characteristics of the population that can be divided into 3 groups up at the statistically significant level .05. The results of this research showed that most of the samples were male at 63.7 percent. Age between 31-45 years was 42.2 percent. Married status was 47.2 percent. Diploma/vocational education was 44.8 percent. Professional staff of industrial factories was 47.4 percent, 55.4 percent of monthly0 income from 15, 001-20, 000 baht. And 69.8 percent of the information from the print media is recognized. People have a high level of opinion towards administration according to the good governance principles of Maptaphut Municipality, Rayong Province in the highest level. When considered by each aspect, it is found that the highest mean value is participation. Secondary to the value of responsibility, morality, transparency and the lowest mean value, namely, the rule of law, respectively. The results of the study found that personal factors that affect the level of opinions on the administration according to principles Good governance of Maptaphut Municipality, Rayong Province is gender. The personal factors that do not affect the level of opinion towards the administration according to the good governance principles of the municipality Muang, Map Ta Phut, Rayong Province are the age, status, education level, occupation, monthly income and perception of information. The results of the study found that people have suggestions about the administration according to the good governance principles of the Maptaphut Municipality should see that the Map Ta Phut Municipality should serve the people with integrity and should use the authority to approve and issue orders fairly. Disclosing information to the public for acknowledgment, such as budgeting, procurement-outsourcing, etc. and should allow people to participate in the operation as well as to promote the process of operation to be more transparent and should be maintained. Equipment and tools to be ready for use in order to be able to serve the people effectively
