Abstract: การศึกษานี้มีวัตถุประสงค์ คือ 1. เพื่อศึกษาถึงการมีส่วนร่วมของตัวแทนประชาชนในการจัดทําแผนพัฒนาขององค์การบริหารส่วนตําบลบางนํ้าผึ้ง อําเภอพระประแดง จังหวัดสมุทรปราการ, 2. ศึกษาปัจจัยที่มีผลต่อการมีส่วนร่วมของตัวแทนประชาชนในการจัดทําแผนพัฒนาขององค์การบริหารส่วนตําบลบางนํ้าผึ้ง และ 3. เปรียบเทียบค่าเฉลี่ยการมีส่วนร่วมของตัวแทนประชาชนในการจัดทําแผนพัฒนาขององค์การบริหารส่วนตําบลบางนํ้าผึ้ง ตามปัจจัยส่วนบุคคล ประชากรและกลุ่มตัวอย่างที่ใช้ในการศึกษาวิจัยครั้งนี้ ได้แก่ ตัวแทนประชาชนในการจัดทําแผนพัฒนาท้องถิ่นของตําบลบางนํ้าผึ้ง ทั้งเพศชายและหญิง จํานวน 132 คน เครื่องมือที่ใช้ในการศึกษา คือ แบบสอบถาม (Questionnaire) ซึ่งประกอบด้วย 2 ส่วน คือ ส่วนที่ 1 ข้อมูลส่วนบุคคล และส่วนที่ 2 ข้อมูลการมีส่วนร่วมของตัวแทนประชาชนในการจัดทําแผนพัฒนาท้องถิ่นขององค์การบริหารส่วนตําบลบางนํ้าผึ้ง การวิเคราะห์ข้อมูลใช้สถิติการแจกแจงความถี่ (Frequency Distribution), ค่าอัตราส่วนร้อยละ (Percentage Distribution), ค่าเฉลี่ย (Mean), ค่าเบี่ยงเบนมาตรฐาน (Standard Deviation) จากนั้นทดสอบความสัมพันธ์ระหว่างปัจจัย โดยใช้การวิเคราะห์ความแปรปรวน F-test กรณีพบความแตกต่างอย่างมีนัยสําคัญทางสถิติจะทําการตรวจสอบความแตกต่างเป็นรายคู่ที่ระดับนัยสําคัญทางสถิติที่ 0.05 หรือระดับความเชื่อมั่น 95% โดยผลการศึกษา พบว่า ตัวแทนประชาชนส่วนใหญ่ เป็นเพศหญิง, มีอายุมากกว่า 50 ปีขึ้นไป, ประกอบอาชีพรับราชการ/ลูกจ้างของราชการ/รัฐวิสาหกิจ, มีระดับการศึกษาปริญญาตรี และมีระยะเวลาเป็นสมาชิกตําแหน่งต่าง ๆ ขององค์การบริหารส่วนตําบลบางนํ้าผึ้ง เป็นระยะเวลาระหว่าง 6–10 ปี ผลการสํารวจระดับการมีส่วนร่วมของตัวแทนประชาชนในการจัดทําแผนพัฒนาท้องถิ่นขององค์การบริหารส่วนตําบลบางนํ้าผึ้ง พบว่า ตัวแทนประชาชนมีส่วนร่วมในภาพรวมระดับมาก (ค่าเฉลี่ย=4.08), และเมื่อพิจารณารายด้าน พบว่า อยู่ระดับมากทั้งหมด คือ 1. ด้านการส่งเสริมขนบธรรมเนียมประเพณีอันดีงาม และสร้างความสามัคคีในชุมชน (ค่าเฉลี่ย=4.22), 2. ด้านการส่งเสริมสนับสนุนให้ประชาชนมีความสํานึกร่วมใจกันพัฒนา (ค่าเฉลี่ย=4.19), 3. ด้านการเสนอแผนงานโครงการเพื่อขอรับความช่วยเหลือจากองค์การบริหารส่วนตําบล (ค่าเฉลี่ย=4.06), 4. ด้านการแก้ไขปัญหาต่าง ๆ ที่เกิดขึ้นในชุมชน (ค่าเฉลี่ย=3.99), และ 5. ด้านการเป็นผู้นําและแกนกลางพัฒนาชุมชน (ค่าเฉลี่ย=3.97) ตามลําดับ ผลการทดสอบสมมติฐาน พบว่า ปัจจัยส่วนบุคคลที่ไม่มีผลต่อระดับการมีส่วนร่วมของตัวแทนประชาชนในการจัดทําแผนพัฒนาขององค์การบริหารส่วนตําบลบางนํ้าผึ้ง อําเภอพระประแดง จังหวัดสมุทรปราการ คือ เพศ อายุ อาชีพ ระดับการศึกษา และระยะเวลาการเป็นสมาชิกตําแหน่งต่าง ๆ ขององค์การบริหารส่วนตําบลบางนํ้าผึ้ง อําเภอพระประแดง จังหวัดสมุทรปราการ

Abstract: The objectives of this study are 1. to study the participation of the public representatives in the development plan of Bang Nam phueng Administrative Organization, Phra Pradaeng District, Samut Prakarn Province, 2. study the factors affecting the participation of the public representatives in the development plan of Bang Nam phueng Administrative Organization, and 3. compare the average participation of the public representatives in the development plan of Bang Nam phueng Administrative Organization. The population and the sample group used in this study were representatives of the people in the local development plan of Bang Nam phueng Administrative Organization, both male and female 132 persons. The instrument used in the study is a questionnaire which consists of 2 parts: part 1 personal data, and part 2 information about the participation of public representatives in the development of local development plans of Bang Nam phueng Administrative Organization. Data analysis uses statistical frequency distribution (Percentage), Average (Mean), Standard Deviation (SD.). And testing the relationship between factors by using variance analysis, F-test in case of significant differences Statistical significance is to check the differences in pairs. At the statistical significance level of 0.05 or 95% confidence level. The results of the study showed that: the most public representatives were female, over 50 years of age, were employed in government service/government employees/state enterprises, level education of Bachelor's degree And has a periodof membership in various positions Of Bang Nam phueng Administrative Organization for a period of between 6-10 years, the results of the survey of the participation levels of the public representatives in the preparation of local development plans of the Bang Nam phueng Administrative Organization found that the public representatives participated in the overall picture at a high level ( X = 4.08) , And when considering each aspect, it was found that the whole level was 1. the promotion of good traditions And create unity in the community ( X = 4.22), 2. the promotion of encouraging people to have a common sense of development ( X = 4.19), 3. the plan proposal Project for requesting assistance from the Tambon Administrative Organization ( X = 4.06), 4.Solving various problems Which occurred in the community ( X = 3.99), and 5) leadership and core of community development ( X = 3.97), respectively. The hypothesis testing found that personal factors that did not affect the participation level Of the people's representatives in the development plan of Bang Nam phueng Administrative Organization, Phra Pradaeng District, Samut Prakarn Province.is gender, age, occupation, education level And the duration of membership positions Of Bang Nam phueng Administrative Organization, Phra Pradaeng District, Samut Prakarn Province.
