Abstract:
The objective of this thesis is to study the concept, theories with regard to legal measures
in promoting Thai workers' rights in the area of Eastern Economic Corridor (EEC). It also studies the
problems, obstacles, restrictions in such area to find solutions and develop Thai labor quality. The
research uses a qualitative research by focusing on relevant laws and regulations, the cabinet
resolution, the model scheme, the draft law, the National Economic and Social Development Plan,
including research papers, textbooks, in order to collect all information into the conclusion.
The research result found that the creation of legal measures for human resources
development in the Eastern Economic Corridor is divided into protective and supportive suggestions.
The first priority for protecting and supporting labors focuses on educational upgrade, for example,
Sattaheap model. This model is to develop and organize modern educational models by taking the
concept of the Silicon Valley of the United States as an example for driving the Sattaheap model to
be achieved. Other supportive suggestions include; firstly, the state must pass policies, regulations,
laws to educational promotion along with the local universities cooperation; secondly, the
certification of labor skill standards and labor development agencies with internationally recognized
for increasing workers life is necessary; thirdly the development of medical services, particularly
sick or suffer workers from working condition or workers who are not able to work anymore, is
essential to have legal protection. Further protective suggestions include: 1. the examination by
governmental officials, 2.have organizations to promote welfare such as the Provincial Federation
of Industry, Employers, and Private Sectors, 3. specific roles for monitoring as EEC regulators
4.develop cooperation between employers, private sector, and governmental organizations.
