Abstract:
The objectives of this research are 1) to study the definitions, patterns, causes of corruption by police officers and 2) to propose guidelines for preventing and solving the problems. In-depth interviews with chiefs of police station, non-commissioned police officers and experts are conducted to collect the data. The result shows that:
1) The definition of corruption refers to the actions of officials regarding to the use of an authority in terms of violations of laws, regulations or order, in orders to act or to neglect the actions for illegally exploiting personal interests. Having a conflict of interest and acts contrary to the morals and ethics of public figures or using power without morals are included.
2) The situation of corruption and misconduct in the police station still exists, but decreases. The most frequent problems are low salary and inadequate compensation, the promotion of a police official does not meet the deadline. and political intervention. Each area has different problems based on the economic, political, social, cultural conditions and the working method of the leader in the police station. If the chief of the police station has connections with the authorities, society will get the police that tend to serve their groups only instead of peoples police.
3) The form of corruption and misconduct involves the power and relationships associated with the patronage system between the giver and the receiver and the non-transparency in the operation.
4) The causes of corruption are internal and external factors.
5) The guidelines for preventing and solving problems are the penalties that are clearly set, increasing compensation for police officers, correcting the wrong corporate culture,
strengthening morality in both non-commissioned and commissioned police officer, using modern technology to prevent the corruption, implanting that corruption is a bad thing to prevent briberies in the future. The form of fraud prevention should develop the mind, raise the awareness to comply with the law, adhere to the ideal, and provide knowledge about the law and showing respect.
