Abstract:
The objective for study of factors affecting road construction management of local
administrative organization level in Chonburi province 1) to study of various critical problems about
road construction management of local government organizations level and 2) to study and find
guidelines to prevent / improve the construction management of local government organization level.
By studying various problems that occur in road construction projects in 3 parts, including time, cost
and quality. Determine the area of study in the municipality area, there are 10 locations in Chonburi
province, which collect data from three sample groups, the executive group, group of supervisors and
construction contractors. By using questionnaires as a research tool, processing the research is with
statistics, percentages, mean values, prioritize problems with Severity Index (SI) to select the
problematic factors and compare them with the three samples with Analysis of Variance: ANOVA.
The results of the study showed that the factors that were crisis problems and the sample
groups are on the same points were as follows: 1) Man is including staff who estimates the cost it was
conflict with construction plan, staff who lack of experience in technical, and staff was not coordinated
enough with the contractor. 2) Money is including processing of approving Municipal Funds is delayed,
wages are too low which cannot motivate staff to work, and changing in interest rate, contractor was
delayed to pay wages, and fluctuated of oil price. 3) Machine is including it is lacking efficiency,
delayed machine moving, contractors do not have their own machines and ome spare parts are difficult
to find in the area, etc. 4) Material is including, material prices that fluctuate according to the economy.

including process of checking material quality was delay, unsuitable recording of daily work reports,
and unsuitable of contract. 6) Other is including bullying from the parties who lose benefits. The
municipality delayed to inspect the area. Barriers to public utilities (electricity, water supply) and
climate and natural disasters are changed.
