Abstract:
ABSTRACT
This research aimed to: 1) study the administration and innovative organization of provincial transport offices in lower central region; 2) compare the state of innovative organization as classified by personal factors; 3) study the administrative factors affecting innovative organization; and 4) identify the guidelines for developing innovative organization. Mixed method research was used in this study. The research sample was 210 personnel in provincial transport offices in lower central region, derived by quota sampling. The research instrument was a questionnaire constructed by the researcher with the acceptable content validity and reliability. The statistics used for data analysis were percentage, mean, standard deviation, t-test, one way ANOVA, least significance difference, analysis of variables' relationship, and stepwise multiple regression analysis. Regarding qualitative research, data were collected from an in-depth interview of 7 provincial transport officers, derived by purposive sampling. The data were analyzed by content analysis.
The research results were as follows:
1. Overall, the administration of provincial transport offices in lower central region was at a high level. The top three aspects were organizational strategy, organizational structure, and shared value. Overall the innovative organization of provincial transport offices in lower central region were also at a high level. The top three aspects were process innovation, product innovation, and administrative innovation.
2. Regarding the comparison of innovative organization of provincial transport offices in lower central region as classified by personal factors, there was differences
among the personnel in age, educational level, work experience, and affiliation with statistical significance at .05.
3. The administration in the aspects of shared value (X7), skill, knowledge, and ability (X5), administrative type (X6), and organizational strategy (X1) together predicted the innovative organization at the percentage of 45 with statistical significance at .05. The equation was: Ŷtot = 1.89 + 0.49 (X7) + 0.35(X5) + 0.21(X6) + 0.08(X1).
4. The guidelines for developing innovative organization of provincial transport offices in lower central region were the organization should: 1) in product innovation aspect, apply modern technology to improve service quality by reducing service time and process; 2) in process innovation, develop new work process by using technology to connect information and develop knowledge for effective and efficient work; and 3) in administrative innovation, use technology and administration to control and supervise transport system for safety, rapidness, and sufficiency of service.
