Abstract: การวิจัยเรื่อง การพัฒนาแนวปฏิบัติที่ดีตามเกณฑ์มาตรฐานตัวบ่งชี้ องค์ประกอบที่ 9 ระบบ และกลไกการประกันคุณภาพภายใน มหาวิทยาลัยราชภัฏสุรินทร์ เป็นงานวิจัยในเชิงสำรวจ โดยมีวัตถุประสงค์เพื่อ ศึกษา วิเคราะห์ พัฒนาแนวปฏิบัติที่ดีตามเกณฑ์มาตรฐานตัวบ่งชี้ องค์ประกอบที่ 9 และข้อเสนอแนะ ในเชิงนโยบายการพัฒนา ระบบและกลไกการประกันคุณภาพการศึกษาภายใน มหาวิทยาลัยราชภัฏสุรินทร์ โดยใช้กระบวนการวิจัย ในเชิงปริมาณ และเชิงคุณภาพ กลุ่มตัวอย่าง ประกอบด้วยผู้บริหาร คณาจารย์ พนักงานเจ้าหน้าที่ นักศึกษา และผู้ปกครอง มหาวิทยาลัยราชภัฏสุรินทร์ วิเคราะห์ข้อมูลเชิงปริมาณด้วยสถิติการแจกแจงความถี่ ร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบน มาตรฐาน ส่วนเชิงคุณภาพวิเคราะห์ด้วยวิธีการพรรณนาเนื้อหา ผลการวิจัยพบว่า 1. ด้านแนวปฏิบัติที่ดีตามเกณฑ์มาตรฐานตัวบ่งชี้ องค์ประกอบที่ 9 ระบบและกลไก การประกันคุณภาพภายใน มหาวิทยาลัยราชภัฏสุรินทร์ ประกอบด้วยแนวปฏิบัติ 9 ประการ ดังนี้คือ 1) ความสอดคล้องกับพันธกิจและพัฒนาการของสถาบัน 2) การกำหนดเป็นนโยบายของสถาบัน 3) การกำหนดตัวบ่งชี้เพิ่มเติมตามอัตลักษณ์ของสถาบัน 4) การดำเนินงานประกันคุณภาพการศึกษา ภายในอย่างครบถ้วน 5) การนำผลการประกันคุณภาพการศึกษาภายในมาปรับปรุงการทำงาน 6) ข้อมูล ระบบสารสนเทศสนับสนุนการประกันคุณภาพการศึกษาภายใน 7) การมีส่วนร่วมของผู้มีส่วนได้ ส่วนเสีย ในการประกันคุณภาพการศึกษา 8) การมีเครือข่ายการประกันคุณภาพการศึกษาระหว่าง สถาบัน และ 9 การพัฒนาแนวปฏิบัติที่ดีหรืองานวิจัยการประกันคุณภาพการศึกษาและเผยแพร่ให้ เกิดประโยชน์ ในภาพรวมมีความคิดเห็นในระดับมากที่สุด (x̄ = 4.685) 2. การศึกษาความพึงพอใจแนวปฏิบัติที่ดีตามเกณฑ์มาตรฐานตัวบ่งชี้ องค์ประกอบที่ 9 ระบบและกลไกการประกันคุณภาพภายใน มหาวิทยาลัยราชภัฏสุรินทร์ โดยในภาพรวมมีความคิดเห็นอยู่ในระดับมากที่สุด (x̄ = 4.694) ดังนั้น ข้อเสนอแนะในเชิงนโยบายเกี่ยวกับผลการวิจัยควรนำแนวปฏิบัติที่ดีตามเกณฑ์ มาตรฐานตัวบ่งชี องค์ประกอบที่ 9 ระบบและกลไกการประกันคุณภาพภายใน มหาวิทยาลัยราชภัฏสุรินทร์ ไปใช้ให้เกิดประโยชน์อย่างจริงจังและต่อเนื่อง รวมทั้งมีการปรับปรุงพัฒนาเพื่อให้มีความ ทันสมัยสอดคล้องกับการเปลี่ยนแปลงของสังคมและการประกันคุณภาพการศึกษาต่อไป The research about "Best Practice Development that related to the Indicator Standard No. 9 : System and Mechanical of Internal Quality Assessment in Surindra Rajabhat University” has 3 objectives; 1) to analysis and develop about the best practice that related to the indicator of education quality assurance, 2) to study the satisfaction in the best practice that related to the indicator of education quality assurance, and 3) to advise the policy about an education quality assurance development. The methodology of the research is quantity and quality research. The samplings are the administrators, lecturers, government officer, student, and people. To analysis the quantitative data by statistic; frequency, percentage, mean, and standard deviation. To analysis the qualitative data by content description. The result of research as follow; 1. The best practice that related to the indicator of education quality assurance has nine terms; 1) to concern with the development and mission of institute, 2) to specify on institute policy, 3) to specify the identity indicator for the education institute, 4) to work on education quality assurance in absolutely, 5) Using the output of education quality assurance evaluation for institute improvement 6) using data and information to support education quality assurance 7) the participation of stake holder in education quality assurance 8) having a network of education quality assurance, and 9 to develop about the best practice that related to the indicator of education quality assurance, and be benefit of education quality assurance advertisement. And by the questionnaire, the range level are high, (x̄ = 4.685) 2. The satisfaction study in the best practice that related to the indicator of education quality assurance of Surindra Rajabhat University. And by the questionnaire, all administrators, lecturers, officers, students, and parents are agree to an education quality assurance in the most term level, (x̄ = 4.694) The benefit of the research, is useful for the government in order to improve or develop the education quality assurance in efficiency.
