Abstract: การวิจัยบทบาทคณะกรรมการสถานศึกษาขั้นพื้นฐานตามหลักธรรมาภิบาลที่ส่งผลต่อพัฒนาคุณภาพโรงเรียนประถมศึกษาในภาคตะวันออกเฉียงเหนือของประเทศไทย มีวัตถุประสงค์ 1)เพื่อวิเคราะห์บทบาทการดำเนินงานตามหลักธรรมาภิบาลของคณะกรรมการสถานศึกษาขั้นพื้นฐาน 2)เพื่อศึกษาความสัมพันธ์ระหว่างบทบาทกับการดำเนินงานตามหลักธรรมาภิบาลของคณะกรรมการสถานศึกษาขั้นพื้นฐาน 3)เพื่อสร้างสมการพยากรณ์การพัฒนาคุณภาพการศึกษา โดยใช้ปัจจัยบทบาทและการดำเนินงานตามหลักธรรมาภิบาลกลุ่มตัวอย่างจำนวน 400 คน โดยการสุ่มหลายขั้นตอนและใช้เครื่องมือวิจัยเป็นแบบสอบถามชนิดมาตราส่วนประมาณค่า 5 ระดับมีค่าความเชื่อมั่นทั้งฉบับเท่ากับ0.978 สถิติที่ใช้ ความถี่ ร้อยละ ค่าเฉลี่ย t-test, F-test,Pearson Correlation และสมการถดถอยพหุคูณ(Multiple Regression) ผลการวิจัยพบว่าความคิดเห็นของคณะกรรมการสถานศึกษาขั้นพื้นฐานในโรงเรียนประถมศึกษามีต่อบทบาทตามหลักธรรมาภิบาลโดยรวมอยู่ในระดับมาก ส่วนความคิดเห็นที่มีต่อคุณภาพโรงเรียนประถมศึกษาโดยรวมอยู่ในระดับมากเช่นกันความสัมพันธ์ของบทบาทคณะกรรมการสถานศึกษาขั้นพื้นฐานตามหลักธรรมาภิบาลกับคุณภาพโรงเรียนประถมศึกษาพบว่าอยู่ในระดับปานกลางและมีความสัมพันธ์ทางบวกอย่างมีนัยสำคัญทางสถิติที่ระดับ .01สมการพยากรณ์การพัฒนาคุณภาพการศึกษาโดยใช้ปัจจัยบทบาทและการดำเนินงานตามหลักธรรมาภิบาลคือ(1) คุณภาพโรงเรียนประถมศึกษา ( คะแนนดิบ) = 0.682 + 0.455(X1)+0.384(X2) โดยที่ X1และ X2 เป็นค่าคะแนนดิบของบทบาทคณะกรรมการสถานศึกษาขั้นพื้นฐานและการดำเนินงานตามหลักธรรมาภิบาล ตามลำดับ (2)คุณภาพโรงเรียนประถมศึกษา(คะแนนมาตรฐาน) = 0.478(Z1)+0.394(Z2)โดยที่ Z1และZ2 เป็นค่าคะแนนมาตรฐานของของบทบาทคณะกรรมการสถานศึกษาขั้นพื้นฐานและการดำเนินงานตามหลักธรรมาภิบาล ตามลำดับ

Abstract: The research on the roles of the basic education committee long the good governance principles effecting the quality development of the primary schools in the northeast region of Thailand has the following objectives 1) to analyze the roles of the basic education committee and its implementation of the good governance principles, 2) to study the relationship between the roles of the basic education committee and the implementation along the good governance principles, and 3) to create a forecasting model of the quality development of the primary schools a function of the committee’s roles and the implementation along the good governance principles. A sample of 400 respondents derived from multistage sampling. The questionnaire was used for data collection, of which there were five scales. The overall reliability based on the Cronbach alpha coefficient was 0.98. It was a descriptive analysis, and statistical techniques involved the t-test, F-test, the Pearson correlation coefficient and the multiple regression analysis. The study revealed that the overall opinions of the committee members on the role along the good governance principles were high levels and their opinions on the quality of primary schools were also at high levels. The relationship between the roles of committee along the good governance principles was positive at moderate level and significant. The forecasting model of education quality development is explained by the committee role (Z1) and the good governance principles (Z2) expressed in standardized scores as 0.478(Z1)+0.394(Z2), respectively.
