Design of controlled system separation scheme and frequency control arrangement for an islanding operation of Bhutan Grid
Abstract:
Bhutan power system is connected to Indian grid through multiple transmission
lines at various voltage levels. As it is connected through alternating current (AC)
system, any grid disturbance in Indian side directly affects the Bhutan system. Thus,
this research work attempts to address this persistent problem by developing an
appropriate system separation scheme and frequency control arrangement for Bhutan
power grid. In recent years, phasor measurement units (PMU) have been installed at
various strategic locations in Bhutan power system and this high resolution, time
synchronized PMU data can be designed to monitor, detect disturbance and isolate the
Bhutan power system to prevent blackouts.
Since there is no complete power system dynamic model of Bhutan grid, one of
the important endeavors is to develop dynamic model in PowerWorld simulator with
an actual dynamic data from Bhutan system. It also needs to develop equivalent
dynamic model of Indian grid using latest frequency response characteristic (FRC). The
dynamic model is then validated using 2012 Indian grid blackout case. Eventually, the
model is used to conduct various simulations to understand the dynamic behavior of
the power system. Also, for an islanded Bhutan system, frequency response sensitivity
analyses were carried out with various frequency control measures like governor
control, automatic generation control as well as generator tripping and load shedding
for emergency control.
One of the most important outcomes of this research is designing of system
separation scheme and frequency control arrangement. After thorough review of
various system separation methods and examining it under various possible
disturbances, it was resolved that the combination of frequency and cumulative
moving average of df/dt (CMAdf/dt) can be one of the best methods to monitor and
detect the grid disturbances to initiate system separation. Additionally, the generator
tripping and load shedding scheme based on tie-lines breaker status is also developed
to control the Bhutan grid frequency immediately after the system separation.
Finally, from the multiple dynamic simulation results under various power
system conditions (different disturbance conditions) indicates that the proposed system
separation scheme and frequency control arrangement can be executed successfully to
prevent blackouts. Thus, this scheme may be considered for practical implementation
in future after further validations from real time PMU data.
