Abstract:
The objective of this study is to develop a prototype system for supporting land use
designation using Geographic-Information System (GIS) and Expert System (ES) and gathering all
enforced laws and regulations in Pattaya as reference database. This prototype was created using Google
web mapping service (WMS) and divided into three sections which were 1) map display section, 2)
service tools comprised of distance measurement, area determination, data layers display, and title deed
search tool, and 3) land use analysis section for building permission. The users can determine road width
and 11 building categories which are house, row-room building, row-house building, row-house brick
building, hotel, high-rise building, special building, extra large building, condominium, common
housing building, and dormitory. The analysis results are classified into three conditions that are the
building can be constructed on this land, the building cannot be constructed, and the building can be
constructed but must conform to laws or regulations such as Building Control Act, The ministerial
regulations apply to the city of Pattaya Chon buri Province B.E. 2558 (2015), Notification of Ministry of
Natural Resources and Environment And the agreement between the city of Pattaya and the separate
unit secures the key persons.
The system implementation results were carried out by comparing the working time of ten
Pattaya officers when identifying land use designation using traditional method and prototype system.
The average working time of traditional method is 19 minutes and 57 seconds per land parcel which is
greater than the average time using prototype system that is 1 minute and 21 seconds per land parcel.
The system also was evaluated in term of users satisfaction. The samples were 30 contacted person
such as designers, investors, land owners, and land traders who required to check land use designation.
The results indicated that their satisfactions were at a high level.
