The samples were 68 pre-service teachers. The research instruments were 1) lesson plan based on WBI model 2) creative problem solving abilities test 3) a survey form with open questions to collect opinions of using visual graphics collaboration tools. Data were analyzed by using descriptive statistics and t-test The research results were follows: 1. A web-based instruction model with visual graphics collaboration tools consisted of five components: 1) learning management system, 2) creative problem solving process, 3) instruction media, 4) visual graphics collaboration tools, and 5) scenario of media selection practice. There were three learning steps; 1) learning from instruction media on learning management system, 2) analyzing the situation of media selection and using visual graphics collaboration tools, and 3) evaluation. 2. Pre-service teachers had posttest score of creative problem abilities higher than pretest score after learning with web-based instruction model with visual graphics collaboration tools at the .05 level of significance; and had good satisfaction level of using visual graphics collaboration tools to enhance creative problem solving abilities.
