Abstract:
องค์การบริหารส่วนตำบลเป็นองค์กรหลักที่สําคัญในการพัฒนาหรือแก้ไขปัญหาทั้งทางด้านเศรษฐกิจ สังคมและการเมืองในระดับตำบล ผู้วิจัยจึงสนใจทำวิจัยเรื่องการบริหารงานตามหลักธรรมาภิบาลของผู้บริหารองค์การบริหารส่วนตำบลในจังหวัดเพชรบุรี โดยมีวัตถุประสงค์เพื่อ 1) ศึกษาระดับการบริหารงานตามหลักธรรมาภิบาลของผู้บริหารองค์การบริหารส่วนตำบล 2) เปรียบเทียบปัจจัยส่วนบุคคลกับการบริหารงานตามหลักธรรมาภิบาลของผู้บริหารองค์การบริหารส่วนตำบลในจังหวัดเพชรบุรี และ 3) หาแนวทางการพัฒนาการบริหารงานตามหลักธรรมาภิบาลของผู้บริหารองค์การบริหารส่วนตำบล ประชากรในการวิจัยได้แก่ ผู้บริหารองค์การบริหารส่วนตำบลได้ขนาดตัวอย่างจำนวน 186 คน เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถาม มีค่าความเชื่อมั่นเท่ากับ 0.977 เก็บรวบรวมแบบสอบถามได้ข้อมูลกลับคืนมาจำนวน 186 ชุด คิดเป็นร้อยละ 100 และการเก็บข้อมูลเชิงคุณภาพ ประชากรในการวิจัยได้แก่ ผู้บริหารองค์การบริหารส่วนตำบล กลุ่มตัวอย่างจำนวน 10 คน โดยใช้วิธีสัมภาษณ์แบบมีโครงสร้าง สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบน มาตรฐาน ทดสอบที และวิเคราะห์ความแปรปรวนทางเดียว
ผลการวิจัยพบว่า 1. การบริหารงานตามหลักธรรมาภิบาลของผู้บริหารองคก์ารบริหารส่วนตำบลในจังหวัดเพชรบุรีโดยภาพรวมอยู่ในระดับมาก เรียงค่าเฉลี่ยจากมากไปหาน้อย ได้แก่ ด้านหลักคุณธรรม หลักนิติธรรม หลักความรับผิดชอบ หลักความมีประสิทธิภาพ หลักการมีส่วนร่วม และหลักความโปร่งใสตามลำดับ 2. การเปรียบเทียบการบริหารงานตามหลักธรรมาภิบาลของผู้บริหารองค์การบริหารส่วนตำบลในจังหวัดเพชรบุรี จำแนกตามปัจจัยส่วนบุคคล พบว่าผู้บริหารองค์การบริหารส่วนตำบลในจังหวัดเพชรบุรีที่มีรายได้ต่างกันมีการบริหารงานตามหลักธรรมาภิบาลโดยรวมแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 ส่วนด้านเพศ ด้านอายุ ด้านระดับการศึกษา และด้านตำแหน่งไม่แตกต่างกัน 3. แนวทางการพัฒนาที่เหมาะสมในการบริหารงานตามหลักธรรมาภิบาลของผู้บริหารองค์การบริหารส่วนตำบลจังหวัดเพชรบุรี ไดแ้ก่ 1) จัดอบรม รณรงค์สร้างกระบวนการเรียนรู้ในองค์กร 2) จัดทำคู่มือจริยธรรมเพื่อใหเ้จ้าหน้าที่ยึดถือปฏิบัติ 3) เสริมสร้างความเข้มแข็งและประสิทธิภาพของกลไกการตรวจสอบ 4) กระตือรือร้นในการแก้ไขปัญหา ตลอดจนการเคารพความคิดที่แตกต่าง 5) ต้องมีการใช้ทรัพยากรต่างๆ ให้เกิดประโยชน์สูงสุดและคุ้มค่า 6) เน้นการมีส่วนร่วมจากทุกฝ่าย ข้อค้นพบจากการวิจัยแสดงให้เห็นว่าการบริหารงานตามหลักธรรมาภิบาลของผู้บริหารองค์การบริหารส่วนตำบลในจังหวัดเพชรบุรี ควรเน้นด้านหลักความโปร่งใส โดยการเพิ่มช่องทางในการเผยแพร่ข้อมูลข่าวสารต่างๆ ขององค์การบริหารส่วนตำบลผ่านทางเว็บไซต์ ศูนย์ข้อมูลข่าวสาร เพื่อให้การติดต่อสื่อสารระหว่าง องค์การบริหารส่วนตำบลกับประชาชนมีประสิทธิภาพมากขึ้น ผู้บริหารองค์การบริหารส่วนตำบลควรบริหารงาน ตามหลักธรรมาภิบาลเพื่อเพิ่มขีดความสามารถในการบริหารงาน ควรกําหนดนโยบายและวางแผนดำเนินการอย่างเป็นระบบและต่อเนื่อง เพื่อเพิ่มความโปร่งใส และยึดมั่นในการบริหารงานตามหลักธรรมาภิบาลต่อไป
Sub-district Administrative Organizations were expected to be main organizations in rural development and resolve problems in terms of economic, social and politic issues in sub-district. Therefore, the researcher aimed to study administration by using good governance of administrators of Sub-district Administrative Organizations in Phetchaburi Province. The research objectives were to 1) study levels of administration by using good governance of administrators of Sub-district Administrative Organizations in Phetchaburi Province, 2) compare personal factors relating to good governance and 3) find guidelines for administration by using good governance of administrators. The samples in this research were 186 administrators of Sub-district Administrative Organizations. The research instrument was a questionnaire which the reliability was 0.977. All 186 questionnaires were received yielding a response rate of 100 percent. Qualitative data were collected by structured interviewing 10 key informants. Statistics used in this research were frequency, percentage, mean, standard deviation, t-test, and one-way ANOVA. The results revealed that: 1. Administration by using the good governance of the administrators was at a high level as a whole, ranging from the highest to the lowest; morality, the rule of law, responsibility, effectiveness, participation, and transparency principles respectively. 2. In comparison of administration by using the good governance according to the general information of the respondents, the results showed that the administrators who had different income worked by using the principles of good governance overall differently at a statistically significant 0.05 level, whereas gender, age, educational level, and position did not affect their working. 3. Appropriate guidelines in order to administrate by using good governance of administrators of Sub-district Administrative Organizations in Phetchaburi Province included 1) promoting public to knowledge regulations, 2) applying the moral principles to the performance, 3) working based on benefits of people, 4) spending the budget beneficially, 5) determining working processes by exchanging ideas with each other, and 6) giving the opportunity for people to involve in monitoring the performance. The findings from the study were that the administrators should focus on transparency principle by broadcasting general information of Sub-district Administrative Organizations to public via websites or information centers in order to communicate between the organizations and people effectively. The administrators should work by applying principles of good governance to increase their competency. In addition, they should set policies and employ systematic and ongoing planning to increase their transparency. They should adhere to principles of good governance in order to perform proper administration duties.
