Abstract:
The objectives of this research were to study the construction management and construction
management of the civil works in Chonburi province. To study problems and obstacles in order to find
solutions, focusing on surveying, design and price estimation and the construction control. Data were
collected from 2 groups: executives and government officials and executives and practitioners of private
sector organizations. The questionnaire had been used as a research tool. Then results of the research
had been reported as follows: index, percentage, standard deviation, t-test, and ANOVA. The severity of
the problem (SI), according to the opinions of the three groups, is composed of government and private
sectors. Private sector perspective on construction project, working and building. The problems found as
follows: 1) the problem of the survey is that the worker is not enough for the amount of work, workers
lack of experience in work and lack of technical knowledge, preliminary information is not enough,
subordinates have no authority in decisions making, lack of coordination with other agencies and
2) the problems of design and price estimation including unclear details of the model and the list of
components, inappropriate workload, the price of materials from the provincial commerce is not present,
economic fluctuations material and labor costs change over time, and workers do not take into account
actual construction and 3) problems from work control including inappropriate workload, the
construction is not clear, problems caused by influential contractors in the area, the use of equivalent
materials or materials used in construction is not standardized. A comparative analysis of the
consistency of the problem at the significant levelof0.05 are as follows: 1) Not having enough worker
for the workload. Workers lack of the experience in work. Workers lack of knowledge of mechanics,
preliminary survey data is not enough, subordinates have no authority to make decisions and lack of
coordination with other agencies. 2) Design problem and price estimation include unclear model and
item description. Material costs and labor costs change all the time.3) Work control problems include
inadequate workload and the construction is not clear.
