Abstract:
This research aimed to develop organizational culture of schools under Phitsanulok Primary Educational Service Area Office 2 by doing 2 steps: Step 1 - Having a participatory meeting with AIC technique integrated with the development of schools organizational culture strategic planning. The samples used in this step included 16 administrators and 16 teachers working for at least 10 years in the school, 32 in total by purposive sampling. The research instruments were an evaluation form, record form, video and audio recording. Step 2 - Evaluating the developed organizational culture development plan by 17 experts by purposive sampling from school administrators, educational administrators, and supervisors. The research tool was an assessment of the developed schools organizational culture plan. The data were analyzed by using mean, Standard Deviation, and content analysis.
The findings were as follows:
1. The current state of the schools organizational culture affecting quality development of the school management stated that there were 4 key characteristics: 1) culture of educational leadership, 2) culture of participation in school administration, 3) innovative culture in applying new technologies, and 4) teachers culture in maintaining teaching professional spirit.
2. The development of the schools organizational culture composes of 1) vision, 2) mission, and 3) goals. The four goals are (1) Culture of educational leadership with its strategic issues enhancing its leading role and to build co-leaders in education. (2) Culture of participation in school administration. Its strategic issue is to develop a school-based administrative system. (3) Innovative culture in applying technologies in education management. Its strategic issues were to enhance the efficacy of creating innovation and applying technology in instructional activities, and (4) Teachers culture in maintaining teaching professional spirit in order to enhance teaching career performance. Each goal embraced strategies, measurements, and key performance indicators.
3. The developed schools organizational culture plan in consistency, appropriateness, usefulness, and feasibility as evaluated by the experts found at a high level.
