Abstract:
This research aimes to develop an administrative model using school-based management in accordance with the SMART School policy under Bangkok Metropolitan Administration. This research uses mixed method by doing 2 steps: 1) to study current status on the SMART School by using questionaires with 209 school administrators, and 2) to develop the administrative model using school-based management by focus group with 8 experts, and to evaluate the developed model by focus group with the other 8 experts. Statistics used in data analysis were percentage, mean, Standard Deviation, and content analysis.
The research results were as follows:
1. Implementation of a school administration by the SMART School Policy under Bangkok Metropolitan Administration (SMART School) is at a high level. The aspect with the highest level of performance is A-Activity, followed by M-Morality. The aspect with the lowest level of performance is T-Technology. In the part of a School Administration used school-based for the schools under Bangkok Metropolitan Administration, the level of performance are high in all aspects. The aspect with the highest level of performance is examine and counterbalance aspect, followed by decentralization. The aspect with the lowest level of performance is participation aspect.
2. The administrative model by the SMART School Policy used school-based management for the schools under Bangkok Metropolitan Administration is to operate S-Success (learning with success), M-Morality (learning with the morality), A-Activity (learning with activity), R-Relativity (learning with community), and T-Technology (learning with technology, as follows: 1) Study basic information and readiness of a school for S-M-A-R-T learning activities; 2) Decentralizing for school to arranging S-M-A-R-T learning activities with independent; 3) Give an opportunity for all participants in all sectors to participate in arranging S-M-A-R-T learning activities; 4) Manage for arranging S-M-A-R-T learning activities with an emphasis on participation and administration independently; 5) arranging S-M-A-R-T learning activities; 6) Monitoring S-M-A-R-T learning activities management continuously; and 7) Evaluate S-M-A-R-T learning management activities.
3. The result of the application of the school administrative model by the SMART School Policy for the schools under the Bangkok Metropolitan Administration, S-Success found that suitability and ability to apply in management, and consistent with managing method under framework of SMART School distinctly. M-Morality found that the pattern which consistent with a context of education management of school under the Bangkok Metropolitan Administration and suitability. A-Activities found that consistent with a context of education management of schools under the Bangkok Metropolitan Administration and suitability. R-Relativity found that consistent with a context of education management of schools under the Bangkok Metropolitan Administration which could be used, but need appropriate applied. T-Technology found that consistent with a context of education management of schools under the Bangkok Metropolitan Administration.
