Abstract:
The objective of this research was to study the model and legal measures for renewable energy: case studies of solar energy for sustainable development in ASEAN. Due to the fact that ASEAN is currently facing the energy crisis that may occur in the future because of fast growing of economy, which resulting in excessive and unnecessary of resources consumption. This can decrease and shortage the sources of fuel dramatically. For this reasons, ASEAN is essential to urgently seek for enough energy to meet the needs and can be a substitute of fossil fuel through the use of renewable energy, especially solar energy which is never-ending supply, clean energy, environmentally friendly and does not cause air pollution. Therefore, comparative study of renewable Energy about the use of renewable energy in the European Union was conducted as an example to develop, improve and amend the measures of ASEAN for enforceable in member countries.
From the study of this research, renewable energy promotion was analyzed by comparison and found that the policies of ASEAN support the development of renewable energy systematically as the European Union but there are no applicable incorporate measures for ASEAN members to follow. Moreover, all ASEAN country members still have no measure to promote the solar energy individually nowadays. Nevertheless, the measures of each country are only supporting the use of renewable energy in general.
The results of this research showed that ASEAN has no substantial measures to promote the use of solar energy. However, ASEAN hope to promote solar energy as the main source of renewable energy. In consequence, ASEAN should make an agreement or treaty to promote the use of renewable energy, especially solar energy. In recommendations from the research, ASEAN member states should formulate the energy policy, improve and amend the internal laws by adhering to the mutual principles or agreements. This is to promote and support the use of solar energy in substantial and efficiently ways and to be the central standard, which is appropriately and inclusively for both in the laws and regulations of ASEAN member states. Furthermore, it should establish the minimum criteria for all ASEAN Member States to increase the use of solar energy to generate electricity within the specified period to achieve stability and sustainability in energy.
