Development of educational institutions administrative effectiveness model for the visually impaired persons

Abstract: The objective of this research was to develop the effective school administration model for the visually impaired persons. The research was conducted with mixed methods between quantitative research and qualitative research. The research was proposed into 3 phases as follows: 1) to investigate the conditions, problems, obstacles, and school administration guidelines for the visually impaired persons according to 5 administrative functions, 165 key informants were school administrators, school board committee, and teachers, instrument used was a five-rating scale questionnaire, data were analyzed by using mean and content analysis; 2) to create the effective school administration model for the visually impaired persons and a manual by using the research result from the first step as well as the result study guidelines of school administration awarded Royal Awarded School for drafting the effective school administration model for the visually impaired persons consisted of 6 components and to verify the suitability by specialists; and 3) to study the results of using the effective school administration model for the visually impaired persons by trying out and evaluating of model feasibility and benefit by connoisseurship of experts and school administrators. The research results found that 1) the practice/practical level of conditions of school administration for the visually impaired persons in 5 aspects were overall at a high level ( X = 4.38), the problems and obstacles in terms of academic: teachers' learning g activities lacked of a variety of techniques, he process of measuring and evaluating learning outcomes inconsistent with the conditions, and the printing media inconsistent with the use of learning situation; in terms of personnel: the teachers lacked of specific knowledge and the numbers of the teachers; in terms of plan and budget: the government-sponsored cost of education individually were not suitable with the asset of educational expenditures, learning media, equipment, supplies, technology and educational facilities costed very high as well as most of them were imported from abroad; in terms of general: the lack of proactive public relations to parents, the public administration, and community to realize the importance of education including the information of disabled persons as well as the lack of network and integration among the relevant agencies; in terms of student affairs: the distant domicile of the students and poor families; 2) the effective school administration model for the visually impaired persons consisted of 6 components as follows: model principles, model objectives, system and model mechanism, operational methods of model, model evaluation guidelines, and conditions for achievements of model; 3) the evaluation results of the feasibility for implementation was overall at a high level ( X = 4.50) and benefit was overall at the highest level ( X = 4.60).
