Abstract: บทความนี้ได้วางกรอบของเนื้อหาที่ต้องการอธิบายแนวคิดสวัสดิการชุมชนบนฐานทรัพยากรชุมชนต่อทางเลือกของชุมชนในการสร้างหลักประกันทางสังคมในชุมชน โดยมุ่งเน้นการพึ่งพาตนเองจากฐานทุนทรัพยากรชุมชน ทั้งทุนทางสังคมและทุนทางวัฒนธรรม ให้เกิดการพึ่งพาตนเอง โดยไม่จาเป็นต้องรอความช่วยเหลือจากรัฐเพียงฝ่ายเดียว หากแต่สามารถบูรณาการสวัสดิการชุมชนร่วมกับนโยบายและแผนงานของภาครัฐและเอกชนทั้งในระดับชาติ ระดับจังหวัด และระดับชุมชน ที่จะต้องหันมาทบทวนและทาความเข้าใจประเด็นที่สาคัญ คือ (1) แนวคิดการจัดสวัสดิการชุมชน (2) การจัดสวัสดิการชุมชนบนฐานทรัพยากรชุมชน (3) บทสรุป (4) ปัญหาและอุปสรรคสาคัญของการจัดสวัสดิการชุมชน และ (5) ข้อเสนอแนะต่อการจัดสวัสดิการชุมชนทางเลือกเพื่อการพึ่งตนเองของชุมชนอย่างยั่งยืน

Abstract: This article demonstrates the conceptual framework of the community welfare concept based on community resources, the choice of the community to create social security in the community. With a focus on self-reliance capital resources from the community, the social and cultural capital achieve self-reliance; it does not need to wait for help from the government. If it can be integrated with community welfare policies and programs of both the public and private sectors at the national level, provincial and community level. It is necessary to review and understand this issue which covers the following main detail (1) The concept of community welfare (2) welfare of community-based resource community (3) The importance of community welfare to self-reliance of communities (4) barriers importance of community welfare and (5) community welfare to self-reliance of alternative, sustainable communities.
