Abstract: การวิจัยครั้งนี้มีวัตถุประสงค์ เพื่อศึกษาระดับการปฏิบัติตามหลักธรรมาภิบาล ระดับคุณภาพบริการ และการปฏิบัติตามหลักธรรมาภิบาลที่มีผลต่อคุณภาพบริการขององค์การบริหารส่วนตำบลโพแตง อำเภอบางไทร จังหวัดพระนครศรีอยุธยา ประชากรที่ใช้ในการวิจัยครั้งนี้ คือ ประชาชนที่มีอายุตั้งแต่ 18 ปี บริบูรณ์ขึ้นไปที่อาศัยในพื้นที่องค์การบริหารส่วนตำบลโพแตง อำเภอบางไทร จังหวัดพระนครศรีอยุธยา จำนวน 2,902 คน กลุ่มตัวอย่างจำนวน 340 คน ที่ได้จากการคำนวณของ เครซี่และมอร์แกน (Krejcie and Morgan) และใช้วิธีการเลือกสุ่มตามความน่าจะเป็น โดยใช้วิธีเลือกสุ่มอย่างเป็นระบบ เครื่องมือที่ใช้เป็นแบบสอบถามมีค่าความเชื่อมั่น เท่ากับ 0.836 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ย และค่าเบี่ยงเบนมาตรฐาน ทดสอบสมมติฐานโดยใช้ค่า สถิติการวิเคราะห์ความถดถอยเชิงพหุผลการวิจัย พบว่า1) การปฏิบัติตามหลักธรรมาภิบาล ขององค์การบริหารส่วนตำบลโพแตง อำเภอบางไทร จังหวัดพระนครศรีอยุธยา โดยภาพรวมอยู่ในระดับ มาก ( =3.72, S.D.=0.42) และเมื่อพิจารณาเป็นรายด้านพบว่า ด้านที่มีค่าเฉลี่ยสูงที่สุด คือ ด้านหลักความรับผิดชอบ รองลงมาคือ ด้านหลักการมีส่วนร่วมและด้านหลักความคุ้มค่า มีค่าเฉลี่ยเท่ากัน ด้านหลักความโปร่งใส ด้านหลักคุณธรรม และด้านหลักนิติธรรม ตามลำดับ2) คุณภาพบริการขององค์การบริหารส่วนตำบลโพแตง อำเภอบางไทร จังหวัดพระนครศรีอยุธยา ในภาพรวมอยู่ในระดับมาก ( =3.72, S.D. = 0.52) และเมื่อพิจารณาเป็นรายด้าน พบว่าด้านที่มีค่าเฉลี่ยสูงสุด คือ ด้านความเป็นรูปธรรมของการบริหาร รองลงมา คือ ด้านความเชื่อมั่นต่อประชาชน ด้านการตอบสนองประชาชน ด้านรู้จักและเข้าใจประชาชน และด้านความเชื่อถือไว้วางใจ ตามลำดับ 3) ผลการทดสอบสมมติฐาน พบว่า การปฏิบัติตามหลักธรรมาภิบาลส่งผลต่อคุณภาพบริการขององค์การบริหารส่วนตำบลโพแตง อำเภอบางไทร จังหวัดพระนครศรีอยุธยา ค่าการพยากรณ์ตัวแปรที่ทำนายได้ถูกต้องคิดเป็นร้อยละ 43.00 ( R2=.430 ) ซึ่งหลักธรรมาภิบาล ด้านหลักนิติธรรม ส่งผลสูงสุดต่อคุณภาพบริการขององค์การบริหารส่วนตำบลโพแตง อำเภอบางไทร จังหวัดพระนครศรีอยุธยา (β=.247) รองลงมาคือ ด้านหลักความรับผิดชอบ ด้านหลักการมีส่วนร่วม และด้านหลักคุณธรรม ตามลำดับ ส่วนการปฏิบัติตามหลักธรรมาภิบาลด้าน หลักความโปร่งใส และด้านหลักความคุ้มค่า ไม่ส่งผลต่อคุณภาพบริการ ขององค์การบริหารส่วนตำบลโพแตง อำเภอบางไทร จังหวัดพระนครศรีอยุธยา อย่างมีนัยสำคัญทางสถิติที่ระดับ .05

Abstract: This research aimed to study the levels of practicing the Good Governance Principles, the levels of service quality, and the levels of practicing the Good Governance Principles affecting the service quality of the Phoetang Subdistrict Administrative Organization, Bang sai District, Phra Nakhon Si Ayutthaya Province. The populations of this research included 2,902 citizens whose ages were 18 years’ old or above and who live in the area of Phoetang Subdistrict Administrative Organization, Bang sai District, Phra Nakhon Si Ayutthaya Province. The samples were 340 citizens derived from Krejcie and Morgan calculation. The sampling technique was is Multi-Stage Sampling comprising of Proportionate Random Sampling and Simple Random Sampling. The researching instrument used was questionnaire with 0.836 reliability value. The statistics applied in analyzing the data were average and standard deviation. The hypothesis was tested by Multiple Regression Analysis. The results of this research found as follows:1) Generally, the levels of practicing the Good Governance Principles of the Phoetang Subdistrict Service Organization, Bang sai District, Phra Nakhon Si Ayutthaya Province, were at a high level ( = 3.72, S.D. = 0.42). As for each aspect, it found out that the aspect with the highest average was Responsibility, and followed by Participation and Worthiness with their equal averages, Transparency, Morality, and Legal Justice, respectively.2) The levels of service quality of the Potang Subdistrict Administrative Organization, Bang sai District, Phra Nakhon Si Ayutthaya Province, overall, were at a high level ( = 3.72, S.D. = 0.52). As for each aspect, it found out that the aspect with the highest average was the Concreteness of Administration, and followed by Confidence on the populations, Response to the populations, Knowledge of understanding on the populations, and Reliability respectively.3) Testing the hypothesis, it found out that the practice following the Good Governance Principles affected the service quality of the Phoetang Subdistrict Administrative Organization, Bang sai District, Phra Nakhon Si Ayutthaya Province. The forecast accuracy variable was 43 percent (R2 = .430). In addition, the Good Governance and Legal Justice affected the service quality of the Phoetang Subdistrict Administrative Organization, Bang sai District, Phra Nakhon Si Ayutthaya Province the most at (β = .247), and followed by Responsibility, Participation, and Morality, respectively. As for the aspects of Transparency and Worthiness, they did not significantly affect the service quality of the Phoetang Subdistrict Administrative Organization, Bang sai District, Phra Nakhon Si Ayutthaya Province, at the level of .05.
