Abstract: การวิจัยครั้งนี้มีวัตถุประสงค์ 1) เพื่อศึกษาประสิทธิภาพการบริหารงานขององค์การบริหารส่วนตำบลช่อผกา อำเภอชำนิ จังหวัดบุรีรัมย์ 2) เพื่อเปรียบเทียบความคิดเห็นของประชาชนเกี่ยวกับประสิทธิภาพการบริหารงานขององค์การบริหารส่วนตำบลช่อผกา อำเภอชำนิ จังหวัดบุรีรัมย์ จำแนกตามเพศ อายุ และระดับการศึกษา 3) เพื่อศึกษาข้อเสนอแนะแนวทางในการบริหารงานขององค์การบริหารส่วนตำบลช่อผกา อำเภอชำนิ จังหวัดบุรีรัมย์ การศึกษาวิจัยครั้งนี้เป็นแบบผสมผสานระหว่างวิจัยเชิงปริมาณและการวิจัยเชิงคุณภาพ โดยเก็บข้อมูลจากประชาชนผู้มีสิทธิ์เลือกตั้งอายุตั้งแต่ 18 ปีบริบูรณ์ขึ้นไป ที่อาศัยอยู่ในเขตพื้นที่องค์การบริหารส่วนตำบลช่อผกา อำเภอชำนิ จังหวัดบุรีรัมย์ จำนวน 371 ราย ด้วยวิธีการสุ่มตัวอย่างแบบแบ่งหลายขั้นตอน ใช้แบบสอบถามเป็นเครื่องมือในการเก็บรวบรวมข้อมูล และวิเคราะห์ข้อมูลที่ได้โดยการค่าค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ทดสอบสมมติฐานโดยการทดสอบค่าที ค่าเอฟ และวิเคราะห์ความแปรปรวนทางเดียว พบว่า 1. ประสิทธิภาพการบริหารงานขององค์การบริหารส่วนตำบลช่อผกา อำเภอชำนิ จังหวัดบุรีรัมย์ โดยภาพรวม มีค่าเฉลี่ยอยู่ในระดับมาก เมื่อพิจารณาเป็นรายด้าน พบว่า มีค่าเฉลี่ยอยู่ในระดับมากทุกด้าน ซึ่งด้านที่มีค่าเฉลี่ยมากที่สุด คือ ด้านบริหารงานทั่วไป รองลงมา คือ ด้านบริหารงานคลัง ด้านบริหารงานช่าง และน้อยที่สุด คือ ด้านบริหารสาธารณสุขและสิ่งแวดล้อม 2. ผลการเปรียบเทียบประสิทธิภาพการบริหารงานขององค์การบริหารส่วนตำบลช่อผกา อำเภอชำนิ จังหวัดบุรีรัมย์ โดยจำแนกตามคุณลักษณะส่วนบุคคล พบว่า ประชาชนที่มีเพศต่างกันมีความคิดเห็นต่อประสิทธิภาพการบริหารงานขององค์การบริหารส่วนตำบลช่อผกา อำเภอชำนิ จังหวัดบุรีรัมย์ แตกต่างกัน อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 จึงยอมรับสมมติฐานที่ตั้งไว้ 3. ข้อเสนอแนะแนวทางในการบริหารงานขององค์การบริหารส่วนตำบลช่อผกา อำเภอชำนิ จังหวัดบุรีรัมย์ พบว่า ด้านบริหารงานคลัง การดำเนินการจัดซื้อจัดจ้างต้องเป็นไปอย่างโปร่งใส และยุติธรรม ควรเร่งดำเนินการเบิกจ่ายงบประมาณลงสู่หมู่บ้านให้รวมเร็วเมื่อเกิดสถานการณ์เร่งด่วนหรือฉุกเฉิน และควรมีการออกเก็บภาษีเคลื่อนที่ทุกหมู่บ้านเป็นประจำ ด้านบริหารงานทั่วไป ควรมีการออกประชาสัมพันธ์โครางการหรือกิจการผ่านสื่อต่างๆ ในตำบลให้มากขึ้น ผู้บริหาร และสมาชิกสภาองค์การบริหารส่วนตำบล ควรมีการออกพบปะคนในชุมชนเชิงรุกเพิ่มมากขึ้นเพื่อรับฟังปัญหา และข้อเสนอแนะในการบริหารงาน ควรให้ประชาชนได้เข้ามามีส่วนร่วมในการบริหารงานขององค์การบริหารส่วนตำบลให้มากกว่าที่เป็นอยู่ และควรสรรหาบุคลากรหรือพนักงานเจ้าหน้าที่มีความรู้ความสามารถตรงกับภารกิจงาน ด้านบริหารงานสาธารณสุขและสิ่งแวดล้อม ควรมีสถานที่พักผ่อนหย่อนใจและสถานที่ออกกำลังกายในทุกๆ หมู่บ้าน เจ้าหน้าที่ควรดูและเฝ้าระวังโรคติดต่อร่วมกับอาสาสมัครสาธารณสุขประจำหมู่บ้าน (อสม.) และโรงพยาบาลส่งเสริมสุขภาพเป็นประจำ และควรฝึกอบรมให้ความรู้เกี่ยวกับปัญหาต่างๆ ให้กับเด็ก เยาวชน อย่างต่อเนื่อง และด้านบริหารงานช่างควรเร่งรัดให้มีการซ่อมแซมหรือบำรุงโดยทันทีเมื่อเกิดการชำรุดเสียหาย ควรมีการออกสำรวจสิ่งก่อสร้างขององค์การบริหารส่วนตำบลเป็นประจำ และควรติดตั้งไฟฟ้าส่องสว่างตามจุดเสี่ยงต่างๆ The aims of this research study were as follows: 1) to study the Administrative Efficiency of Chorphaka Sub-District Administrative Organization, Chamni District, Buriram Province; 2) to compare the services obtain the gender, ages and education in the Administrative Efficency of Chorphaka Sub-District Administrative Organization, Chamni District, Buriram Province; 3) to study the guidelines in inproving the Administrative Efficiency of Chorphaka Sub-District Administrative Organization, Chamni District, Buriram Province. In this research study, the quantitative and qualitative were used collect data from the public voters who ages of 18 years old and lived in the area of Chorphaka Sub-District Administrative Organization, Chamni District, Buriram Province with the total number 371 populations. The instrument used to collect the data, getting the percentage, average and the standarddeviation was a questionnaire. The hypotheses were tested by t-test and F-test variance. The results of the study revealed as the followings. 1. The Administrative Efficiency of Chorphaka Sub-District Administrative Organization, Chamni District, Buriram Province had the most of number of average such as General Administrative, Finance Administrative, Technical Administration and Healh and Environmental Administration. 2. The comparison of the Administrative Efficiency of Chorphaka Sub-District Administrative Organization, Chamni District, Buriram Province was analyzed by its status; gender, age, education found that the people with a different gender had the different idea about the Administrative Efficiency of Chorphaka Sub-District Administrative Organization, Chamni District, Buriram Province. The result showed the statistical significance at 0.005 levels and the people with a different age and education had the different idea about the Administrative Efficiency of Chorphaka Sub-District Administrative Organization, Chamni District, Buriram Province. The result showed the statistical significance at 0.05 level. 3. The guidelines in improving the Administrative Efficiency of Chorphaka Sub-District Administrative Organization, Chamni District, Buriram Province found that the Finance Administration had to conduct a procurement and should expedite the General Administration should had a public relations project or business through various media outlets in the district, Health and Environmental Administration. There should be a place of recreation and exercise facilities in every village. The authorities should monitor infectious diseases among the volunteers, hospitals and health promotion on a regular basis and Technical Administration had to accelerate the repair or maintenance when it damaged and should explore the establishment of the Sub-District Administrative Organization regularly.
