Abstract:
The objective of this research was to study the enforcement notification (No. 19) BE 2010 issued by the Health Protection Act of 1992, where experts studied the role of manager and employee ownership in the police service and public health officials. We studied the factors associated with the enforcement of the Ministry of Public Health (No. 19) BE 2010 issued by the Health Protection Act of 1992, of nonsmokers by using data collected from the questionnaires. The respondents were 139 users, 185 officials, and 23 case studies. The findings are summarized below. Based on the responses from the customers/users, factors which cause them to comply with the law include recognizing the non-smoking areas; noticing nonsmoking campaigns or memos; seeing other people smoking in public entertainment venues; having the knowledge that smoking in the non-smoking areas is considered to be a law violation and shall be liable to a fine of not exceeding 2000 Baht; as well as having the direct experience of smoking (p < 0.05). Based on the response from the owners and the operators of the entertainment venues, factors which lead them to comply with the law include the information from media and signage regarding the penalty; the information on the form of non-smoking banners; the knowledge of duties of the officers in providing knowledge to the owners; and the operators of the public entertainment venues. The officers should present an identity card to the concerned person, and the operators should have the knowledge of displaying the non-smoking signs in the public entertainment venues. The sign should be presented openly and visibly for people to see. The non-smoking sign should be placed at every entrance of the venue. These factors all contribute to the behavior of different stakeholders to law compliance as well as effect the Law Enforcement Memorandum (No. 19) BE 2010 which was issued in accordance with the 1992 Non-Smoking Health Protection Act (p < 0.05).
