Abstract:
The objective of this research was to investigate and analyze the drafted Standard of Learning Resource as well as its indicators prescribed by Office of the Education Council, Ministry of Education, especially in the field of the museum. The findings will then be applied to the military museum administration, and to analyze the problem and obstructions resulting from implementation of the drafted Standard of Learning Resource. Subsequently, the drafted Standard of Learning Resource will be suggested for amendment in order to be established as the standard of the learning source proper to the context of the Thai Military Museum. It is aimed to be beneficial for improvement of the military museums as learning resources, and to meet the same standards of those in developed countries. It will also be a guideline or model for other museums with such particular characteristics to study and apply in real implementation. The shortcomings found by this research will be presented as a whole the to researchers mother unit and other related organizations, so that they can be utilized to create a learning society which in turn, will be fruitful to the country and our society. This research was qualitative research studying and analyzing the museum management concepts and modern public administration implemented by a military organization as a guideline. It was found that the drafted Standard of Learning Resource prescribed by the Office of the Education Council, Ministry of Education has clear intent or an objective which can be useful in improving learning resources. However, it still lacks clarity in explanation of the terminology covering requirements and suitability in the context of the military museum. It also lacks convenience in data collection, and the explanation is overly abstract and cannot be clearly evaluated. This research presents a guideline for new evaluation, simpler to interpret and evaluate. The glossary of explanations and a handbook of standardization evaluation of the learning source for the military museum was prepared in hopes that it would be a pilot project for various types of museums with special characteristics for further improvement and development. Suggestions for improvement of the learning resource standard, which can be applied in the context of the military museum with unique characteristics, include policy aspects and operational facets. The policy aspect includes emphasizing the values of the related units and serious monitoring and evaluation. Meanwhile, the operational aspect provides explanations that are easy to understand, with a thesaurus that can link implementation in the educational system and the military system. The evaluation has been altered for more substantial practice. Examples are also given in the evaluation documents in order to link with objectives or indicators.
