Abstract:
การศึกษาวิจัยเรื่องนี้ มีวัตถุประสงค์เพื่อศึกษาศักยภาพการจัดการศึกษาของจังหวัดภูเก็ตในปัจจุบัน เพื่อศึกษาปัจจัยที่เป็นอุปสรรคและปัจจัยที่สนับสนุนต่อการบริหารจัดการของจังหวัดภูเก็ตสู่เมืองสร้างสรรค์ด้านการศึกษา และเพื่อศึกษาแนวทางในการบริหารจัดการจังหวัดภูเก็ต
สู่เมืองสร้างสรรค์ด้านการศึกษา เป็นการวิจัยเชิงคุณภาพ (Qualitative Research) โดยการศึกษาจากเอกสาร (Documentary Study) การสัมภาษณ์เชิงลึก (In-depth Interview) และใช้วิธีการสนทนากลุ่ม (Focus Group Discussion) ทำการวิเคราะห์และสังเคราะห์ข้อมูล เพื่อสร้างแนวทางการบริหารจัดการภูเก็ตสู่เมืองสร้างสรรค์ด้านการศึกษา
ผลการวิจัย พบว่า ภูเก็ตเป็นจังหวัดที่มีศักยภาพความพร้อมในหลายด้าน ทั้งในด้านของความเป็นเมืองเศรษฐกิจและเมืองท่องเที่ยวระดับโลก ด้านโครงสร้างพื้นฐานที่ได้รับการพัฒนามาอย่างต่อเนื่อง ด้านที่ประชาชนให้ความสำคัญของการศึกษา รวมถึงการเป็นสังคมเมืองมากกว่าสังคมชนบทมีการกระจายตัวของสถานศึกษาครอบคลุมทุกพื้นที่ ประกอบกับการเป็นจังหวัดที่มีสภาพพื้นที่ทางภูมิศาสตร์ที่เหมาะสม มีขนบธรรมเนียมประเพณีวัฒนธรรมที่มีความหลากหลายและมีเอกลักษณ์เฉพาะ ทุกภาคส่วนเห็นความสำคัญของการศึกษา รวมถึงความพร้อมของทรัพยากรและความร่วมมือจากภาคีเครือข่ายภายในจังหวัด ด้วยปัจจัยดังกล่าวการพัฒนาภูเก็ตให้เป็นเมืองสร้างสรรค์ด้านการศึกษาได้นั้น จังหวัดภูเก็ตต้องมีการจัดการศึกษาภายใต้หลักสูตรที่สอดคล้องกับบริบทของจังหวัด ซึ่งเรียกว่า "หลักสูตรบ้านชิโน (BAAN SINO)" ซึ่งเป็นหลักสูตรแบบบูรณาการ หลักการ ปรัชญา แนวคิดแบบมอนเตสซอรี่ แนวคิดพุทธธรรมประยุกต์ แนวคิดนีโอฮิวแมนนิสต์ และแนวคิดแบบวอลดอร์ฟมารวมกัน เป็นการจัด "หลักสูตรทักษะชีวิต ทักษะภาษา ทักษะอาชีพ และคุณธรรมจริยธรรม" โดยคำนึงถึงความแตกต่างกันระหว่างบุคคล ทั้งด้านความคิด ความสามารถ ความพร้อม ความถนัด และความสนใจ เพื่อพัฒนาศักยภาพของบุคลากร อันเป็นพื้นฐานในการพัฒนาภูเก็ตต่อไป
การบริหารจัดการหลักสูตรให้เกิดประสิทธิผล มีหลักการ คือ 1) การกำหนดนโยบายและแผน (Policy and Planning) โดยการจัดทำนโยบายและกำหนดแผนยุทธศาสตร์การพัฒนาภูเก็ต
สู่เมืองสร้างสรรค์ด้านการศึกษาที่เป็นรูปธรรม สร้างศักยภาพบุคคลแห่งการเรียนรู้ โดยการมุ่งเน้น ส่งเสริมและพัฒนาการวิจัยเพื่อสร้างนวัตกรรม ผ่านแหล่งเรียนรู้ต่างๆ เพื่อยกระดับการศึกษาของจังหวัดภูเก็ตสู่ระดับสากลได้มากขึ้น 2) การจัดองค์การ (Organizing) มุ่งเน้นให้มีการปรับเปลี่ยนโครงสร้างการบริหารจัดการศึกษาให้เหมาะสมเพื่อมุ่งให้เกิดผลที่เป็นรูปธรรม โดยยึดหลักการกระจายอำนาจ และหลักการมอบอำนาจจัดการศึกษา ให้ท้องถิ่นและประชาชนในจังหวัดภูเก็ต
มีอิสระในการจัดการศึกษาได้เอง และ 3) การสร้างเครือข่าย (Networking) โดยเฉพาะการรวมตัวกันเป็นเครือข่ายภาคธุรกิจ เช่น สภาหอการค้า สภาอุตสาหกรรม และเครือข่ายองค์กรธุรกิจเอกชนอื่นๆ ที่ภาครัฐส่งเสริม เช่น สมาคมผู้ส่งออก สมาคมผู้ประกอบการค้า เป็นต้น เข้ามาร่วมมือกันเพื่อก่อให้เกิดประสิทธิภาพและประสิทธิผลในการบริหารจัดการภูเก็ตสู่เมืองสร้างสรรค์ด้านการศึกษา
Abstract:
This research aimed to study the purpose of the current educational potential of Phuket province; to study the factors that hinder and support the management of Phuket to become the city of creative education and to study Phuket's management approach to the city of creative education by means of Qualitative Research, Documentary Study, In-depth Interview, and Focus Group Discussion through analysis and synthesis of data in order to create Phukets management approach to become the city of creative education.
As a result, it showed that Phuket had a potential in many aspects; in terms of urbanization, economy and world-class tourism. The infrastructure has also been continuously developed whilst education has been thoroughly emphasized by the public to rather become urban than rural lifestyle with wide spreading of educational institutions covering all areas. The province had the appropriate geographic area with diversity of cultures and traditions. All sectors saw the importance of education. The availability of resources and cooperation derived from the provincial network to possibly make Phuket creative in education.Phuket could require the provision of education in a context-based curriculum called "BAAN SINO" which is an integrated curriculum, applied Buddhist Philosophy Neo-humanist concept and the Waldorf concept is a combination of "life skills, language skills, professional skills and moral ethics" taking into account the differences between individuals, including the ability, readiness, aptitude, preference and interest for the benefit of Phukets potential improvement.
1) Policy and Planning should be formulated by developing a policy and strategic plan for Phuket's development by creating learning potential; focusing on promoting and developing innovative research through learning resources.
2) Organizing should be focused on changing the structure of education management based on tangible results and decentralization as well as the principle of empowerment education for local people in Phuket to have freedom of choice to organize their own education.
3) Networking should be focused especially on the integration of business networks such as the Chamber of Commerce, the Federation of Thai Industries and other corporate networks. The government should promote such an association of exporters. The Association of Trade Executives as such has joined forces to create effective and effective management of Phuket to the city of educational creativity.
