Abstract: การศึกษา ปัจจัยที่ส่งผลต่อการนำนโยบายสวัสดิการเบี้ยยังชีพผู้สูงอายุไปปฏิบัติ: กรณีศึกษา องค์การบริหารส่วนตำบลเชียงบาน อำเภอเชียงคำ จังหวัดพะเยา มีวัตถุประสงค์ เพื่อศึกษาปัจจัยที่ส่งผลต่อการนำนโยบายสวัสดิการเบี้ยยังชีพผู้สูงอายุไปปฏิบัติ และเพื่อศึกษาปัญหาและข้อเสนอแนะจากการนำนโยบายสวัสดิการเบี้ยยังชีพผู้สูงอายุไปปฏิบัติ ในพื้นที่ขององค์การบริหารส่วนตำบลเชียงบาน อำเภอเชียงคำ จังหวัดพะเยา การวิจัยนี้เป็นการวิจัยแบบผสาน วิธีเชิงปริมาณและการวิจัยเชิงคุณภาพ โดยมีวิธีการดำเนินการวิจัย ดังนี้ คือ การศึกษาข้อมูลจากเอกสาร ซึ่งเป็นการศึกษารวบรวมข้อมูลจากเอกสารต่าง ๆ ทั้งที่เป็นทฤษฎี แนวคิด และงานวิจัยที่เกี่ยวข้องกับนโยบายสวัสดิการเบี้ยยังชีพผู้สูงอายุ การเก็บข้อมูลจากแบบสอบถาม และการเก็บข้อมูลจากแบบสัมภาษณ์และสังเกตการณ์ เพื่อให้ได้ผลการวิจัยที่ชัดเจน และครอบคลุมในทุกด้าน โดยกลุ่มตัวอย่างที่ใช้ในการศึกษา คือ บุคคลผู้มีส่วนเกี่ยวข้องในการนำนโยบายสวัสดิการเบี้ยยังชีพผู้สูงอายุไปปฏิบัติ รวมทั้งสิ้น 3 กลุ่ม ประกอบด้วยกลุ่มนักการเมืองท้องถิ่นที่เข้ามาบริหารจัดการเบี้ยยังชีพผู้สูงอายุ จำนวน 1 คน กลุ่มข้าราชการซึ่งเป็นผู้ปฏิบัติงานที่เกี่ยวข้องกับการจัดการเบี้ยยังชีพผู้สูงอายุ จำนวน 8 คน และกลุ่มผู้สูงอายุที่มีสิทธิได้สวัสดิการเบี้ยยังชีพผู้สูงอายุ จำนวน 330 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล คือ แบบสอบถาม แบบสัมภาษณ์ แบบกึ่งโครงสร้าง สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย และค่าเบี่ยงเบนมาตรฐาน ผลการศึกษาพบว่า 1) ปัจจัยที่ส่งผลต่อการนำนโยบายสวัสดิการเบี้ยยังชีพผู้สูงอายุไปปฏิบัติ ในด้านลักษณะองค์การในการนำนโยบายไปปฏิบัติมีผู้เห็นด้วย อยู่ในระดับมากที่สุด 2) ด้านความสามารถ ทัศนคติ และความสัมพันธ์ของผู้ปฏิบัติงาน อยู่ในระดับมากที่สุด 3) ด้านการดำรงชีวิตอยู่ในครอบครัว ชุมชนได้อย่างเหมาะสม อยู่ในระดับมาก นอกจากนี้ ด้านคุณภาพชีวิตของผู้สูงอายุ เมื่อได้รับบริการเบี้ยยังชีพแล้วทำให้สามารถดำรงชีพได้มีคุณภาพชีวิต อยู่ในระดับปานกลาง"""

Abstract: This research aims to study factors Affecting the Implementation of the Elderly Care Welfare Policy, the problems of and suggestions about the welfare policy for the elderly in the area of Chiang Ban Sub district administrative organization, Chiang Kam district, Phayao province. This research combines quantitative and qualitative research. i.e. 1) A review a collection of data from various documents both in terms of conceptual approach and research findings related to the welfare policy in question. 2) An analysis of the field data collected from the questionnaire and 3) An analysis of interviews and observations to cover all aspects. The purposive sampling consists of 3 groups, namely 1 local politician who is directly responsible for the management of the elderly subsistence allowance; 8 government officials involved in the management of elderly subsistence allowances and 330 elderly people who are entitled to benefit from the welfare allowance. The instrument used for data collection was a questionnaire and a semi-structured interview. Statistics used in data analysis are those of frequency, percentage, mean, and standard deviation. The findings are as follows: 1) The number of the responses agree with the character of the organization to implement the policy, the character of the agency that results in success in implementing the policy is at the highest level; 2) the ability of the personnel, the relationship of individuals within the unit and the project, and the worker’s attitude towards the welfare policy of the elderly subsistence allowance are rated at the highest level; 3) Living in the family,community, appropriately of the elders is at high level. Additionally, the quality of life of the elderly, beneficiaries of the subsistence allowance, is at the moderate level.
