Abstract:
Thailand has many laws on environmental issuesincludingAct of cleanliness and tidiness of country, 1992. It islaw on the environment which is relevant to the daily lives of people but although the Act containsprovisions on the environment around them and taken measures regarding the participation of the people by the people who witnessed the crime is the victim. As well as incentives are set to sharing fines to notifier of offender. But the people did not pay attention and focus on this issue. As a result, enforcement of environmental laws under Thailand law is not as effective as it should From study found that Act ofcleanliness and tidiness of country, 1992 has provisions relevant to the daily lives of the people too much. Including people viewed as a trivial matter such as the release of clutter in their own land is guilty or requiring owners of buildings to ensure the street in front of their home is clean otherwise it would be wrong and so on. Therefore, this law is not enforced seriously as they should. Although the law is intended to protect the environment, encouraging them to everyday life of people in society have the standard of living and quality of life even better. Another important reason that caused such Act did not receive the attention of law enforcement is that this law is punishable by a fine against offenders only slightly, no jail which make people are not afraid to commit a violation of the provisions of this Act.For the public sector from study found that government officials who have the power to enforce the law in this Act are inaction of the authorities. As a result, public support for such an offense under the Act by default and when people living in violation of the Act. It is increasingly common in society even resulted in law enforcement to eventually ceases.
