Abstract: ร้านค้าในศูนย์การค้านั้นเป็นองค์ประกอบหลักและมีความสำคัญต่อตัวศูนย์การค้าในการดึงดูดลูกค้าให้เข้ามาใช้บริการเพื่อสร้างรายได้ ผู้เช่าร้านค้าจึงจำเป็นจะต้องตกแต่งพื้นที่ให้สวยงามและเอื้อต่อการขายสินค้าหรือบริการของตน และเมื่อถึงกำหนดเวลาหมดสัญญาเช่า ผู้เช่าจะต้องทำการรื้อถอน ส่งคืนพื้นที่นั้นแก่ศูนย์การค้าเพื่อหาผู้เช่ารายใหม่ ซึ่งงานวิจัยนี้ได้ทำการศึกษาเกี่ยวกับการจัดเตรียมพื้นที่สำหรับปล่อยเช่าและ กระบวนการเข้าตกแต่งและรื้อถอนพื้นที่ร้านค้า รวมถึงบทบาทหน้าที่ของทีมบริหารจัดการอาคารจากศูนย์การค้ากรณีศึกษา 4 แห่งในกรุงเทพมหานคร โดยเลือกพื้นที่ร้านค้าทั่วไปและ ร้านอาหารในการเข้าสำรวจและสัมภาษณ์ผู้เกี่ยวข้องเพื่อเป็นแนวทางในการจัดการกระบวนการตกแต่งและรื้อถอนพื้นที่สำหรับศูนย์การค้าอื่น จากการศึกษาพบว่าพื้นที่ร้านค้าสำหรับให้เช่านั้นประกอบไปด้วยส่วนงานสถาปัตย์ 3 รายการได้แก่ พื้น ผนัง เพดาน และงานระบบ 5 รายการได้แก่ ระบบไฟฟ้า ระบบสื่อสาร ระบบป้องกันอัคคีภัย ระบบสุขาภิบาลและ ระบบปรับอากาศ เหมือนกันในร้านค้าทุกประเภท แต่ร้านอาหารจะมีปริมานการใช้งานมากกว่าและมีระบบแก๊สหุงต้มเพิ่มมาจากร้านทั่วไป โดยกระบวนการตกแต่งพื้นที่ร้านค้านั้นประกอบไปด้วย 5 กิจกรรมหลักได้แก่ การดำเนินการก่อนเข้าพื้นที่ พิจารณาอนุมัติแบบตกแต่งพื้นที่ร้านค้า ควบคุมการเข้าตกแต่งพื้นที่ ตรวจสอบก่อนเปิดร้าน และอนุมัติคืนเงินประกันการตกแต่ง กระบวนการรื้อถอนพื้นที่ร้านค้านั้นประกอบไปด้วย 4 กิจกรรมหลักได้แก่ การดำเนินการก่อนรื้อถอน ควบคุมระหว่างการรื้อถอน ตรวจสอบก่อนรับคืนพื้นที่ และอนุมัติคืนเงินประกันการรื้อถอน ซึ่งทั้ง 2 กระบวนการนั้นมีผู้ที่เกี่ยวข้องกลุ่มเดียวกันประกอบไปด้วย 6 ฝ่ายได้แก่ ฝ่ายขาย ฝ่ายผู้เช่าสัมพันธ์ ฝ่ายอาคาร ฝ่ายสถาปัตย์ ฝ่ายวิศวกรรมและ ฝ่ายการเงิน ที่ดำเนินการจัดการและ ควบคุมกิจกรรมอันประกอบไปด้วยการควบคุมความปลอดภัยพื้นที่ ควบคุมความปลอดภัยขณะทำงาน ควบคุมความสะอาดพื้นที่ส่วนกลางและ ควบคุมแผนงานและความถูกต้องตามมาตรฐานของศูนย์การค้า สุดท้ายต้องมีการตรวจสอบความถูกต้องตามมาตรฐานเมื่อการดำเนินงานแล้วเสร็จ ซึ่งหน่วยงานจัดการทรัพยากรกายภาพหรือฝ่ายอาคารนั้นมีความสัมพันธ์ในกระบวนการตั้งแต่การจัดเตรียมพื้นที่เช่าตามนโยบายของศูนย์การค้า กำหนดงานและหน้าที่ดำเนินการ กำหนดมาตรฐานในการควบคุมและตรวจสอบ กำหนดหน้าที่ให้แก่ฝ่ายที่เกี่ยวข้อง แล้วจึงดำเนินการตามแผนและ มาตรฐานที่กำหนดไว้ งานวิจัยนี้ได้นำเสนอแนวทางการจัดการกระบวนการตกแต่งและกระบวนการรื้อถอนพื้นที่ซึ่งเป็นประโยชน์อย่างยิ่งสำหรับผู้จัดการอาคารประเภทศูนย์การค้าหรืออาคารอื่น สามารถนำรูปแบบและวิธีการจัดการกระบวนการที่เป็นลำดับขั้นตอนนั้นมาใช้เป็นแนวทางในจัดการกระบวนการ จัดสรรทรัพยากรเพื่อป้องกันและรักษาความปลอดภัยในระหว่างการดำเนินการตกแต่งและรื้อถอนพื้นที่ร้านค้าได้อย่างเหมาะสม

Abstract: Retail shop is a key component of shopping center in terms of attracting customer attention to come and pay for services. It is important for tenants to decorate the shop to contributing their selling and services. And at the end of leasing contract, they have to remove the decoration to repatriate the sale area to the shopping center. The purpose of this research is for study about preparing lease area, process of decoration and demolition including role and responsibility of management team from 4 shopping centers in Bangkok. The study has collected from general shop and restaurant by a survey and interview to achieve the guidelines of decoration and demolition process management for other shopping center. From the study, the empty leasing areas are consist of 3 architectural works include floor, wall and ceiling and 5 engineering systems include electrical, fire safety, sanitary and air conditional system which having the same in every shop but they will be more using volume in restaurant. Also, there is a gas system only for restaurant area. For the process, the decoration process is consist of 5 key activities include the work before tenants get into the area, drawing approval, controlling during decoration, testing before shop opening and the recognizance approval. The demolition process is consist of 4 key activities include the work before demolition, controlling during demolition, testing before area repatriation and recognizance approval. These two process are performed by the same personnels which consist of 6 departments include sale, customer relationship, buliding management, architecture, engineering and accounting that manage and control all activities during the process. The controlling is consist of safety and security control, cleaning control, schedule control and investigation according to standard of shopping center at the end of both processes. Therefore, the roles and responsibilitys of building management team are preparing leasing area according to policy, setting up works, setting up the standard of controlling and investigation, assigning works to staff then proceed as planned and standard that has been set. This research has proposed the guideline for decoration and demolition process management that are productive for shopping center manager and other type of building that have leasing area. They can use this model as a guideline and can understand how to manage the process as a sequence of steps to Allocate facilities and resources for prevention and security during the execution of the decoration and demolition of retail shop space appropriately.
