Abstract: การวิจัยนี้มีวัตถุประสงค์เพื่อ พัฒนากลยุทธ์การบริหารระบบการประกันคุณภาพภายในของโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาอุบลราชธานี เขต 1 โดยดำเนินการ 3 ขั้นตอน คือ 1) ศึกษาสภาพการบริหารระบบการประกันคุณภาพภายใน โดยสอบถามความคิดเห็นผู้บริหารสถานศึกษา หัวหน้างานประกันคุณภาพ และประธานกรรมการสถานศึกษา จำนวน 264 คน โดยใช้แบบสอบถามที่มีค่าความเชื่อมั่น 0.95 2) ร่างกลยุทธ์การบริหารระบบการประกันคุณภาพภายใน โดยการสนทนากลุ่มผู้เชี่ยวชาญ จำนวน 15 คน และ 3) ประเมินกลยุทธ์ฯ โดยผู้บริหารสถานศึกษา หัวหน้างานประกันคุณภาพ และประธานกรรมการสถานศึกษา รวม 264 คน โดยใช้แบบประเมินที่มีค่าความเชื่อมั่น 0.95 ผลการศึกษาวิจัย พบว่า 1) สภาพการบริหารระบบการประกันคุณภาพภายใน มีการปฏิบัติอยู่ในระดับมาก 2) กลยุทธ์การบริหารระบบการประกันคุณภาพภายใน ซึ่งเป็นกลยุทธ์ระดับองค์กร มี 8 กลยุทธ์: กลยุทธ์ที่ 1 การพัฒนาผู้เรียนให้มีคุณภาพตามมาตรฐานสากล มีพัฒนาการด้านการคิดวิเคราะห์ สังเคราะห์ มีวิจารณญาณ และมีความคิดสร้างสรรค์ เพื่อให้ผู้เรียนเป็นคนดี คนเก่ง มีความสุข ตามความคาดหวังของผู้มีส่วนได้ส่วนเสีย กลยุทธ์ที่ 2 การส่งเสริมครูให้มีส่วนร่วมและจัดทำแผนพัฒนาคุณภาพการศึกษาในด้านการวางแผน การจัดทำแผน การกำกับติดตาม และรายงานผลที่มีจุดเน้นชัดเจนเป็นรูปธรรมและมุ่งคุณภาพตามมาตรฐานการศึกษาของโรงเรียน กลยุทธ์ที่ 3 ผู้บริหารมีบทบาทสำคัญในการจัดระบบบริหาร และสารสนเทศในการพัฒนาบุคลากรทุกระดับให้มีความรู้ความสามารถ ปฏิบัติงานตามภารกิจที่รับผิดชอบได้อย่างมีประสิทธิภาพ กลยุทธ์ที่ 4 บุคลากรและผู้มีส่วนเกี่ยวข้องดำเนินงานตามแผนพัฒนาคุณภาพการศึกษา มีการกำกับ ติดตาม และประเมินผล เพื่อนำไปปรับปรุงให้มีคุณภาพต่อไป กลยุทธ์ที่ 5 การกำหนดผู้รับผิดชอบในการกำกับ ติดตาม ตรวจสอบ และประเมินคุณภาพการศึกษา เพื่อนำไปปรับปรุงแก้ไข กลยุทธ์ที่ 6 การพัฒนาความรู้ด้านการวัดผลสำหรับครูและบุคลากรทางการศึกษา กลยุทธ์ที่ 7 การเผยแพร่รายงานต่อสาธารณชน หน่วยงานต้นสังกัด และหน่วยงานที่เกี่ยวข้อง และ กลยุทธ์ที่ 8 การนำผลการประเมินตนเองไปใช้ในการปรับปรุงการจัดการเรียนรู้ให้มีคุณภาพ และ 3) การประเมินกลยุทธ์ที่พัฒนาขึ้น พบว่า มีความเป็นประโยชน์ ความเป็นไปได้ ความเหมาะสม และความถูกต้อง อยู่ในระดับมาก คำสำคัญ: กลยุทธ์, การบริหารจัดการ, ระบบประกันคุณภาพภายใน

Abstract: The objective of this research was to develop strategies of internal quality assurance system management in schools under the Ubonratchathani Primary Educational Service Area Office 1. This research consists of 3 steps; 1) to study current condition of internal quality assurance system management in schools. The samples were 264 respondents of school administrators, head of school quality assurance, and chairman of the school board, using a rating scale questionnaire with a reliability of 0.95, 2) to draft a model of the strategies of internal quality assurance system management in schools by 15 expertise’s focus group. 3) to assess the strategies by a group of 264 respondents of school administrators, head of school quality assurance, and chairman of the school board, using an evaluation form which had a reliability of 0.95. The result of this research were that the current condition of the internal quality assurance system management in schools were at high level. The strategies of internal quality assurance system management in school comprise 8 strategies: 1) The development of learners’ quality with international standards, critical, synthesis and creative thinking skills in order to promote the talent, ethical and happiness of the learners according to the stakeholders’ expectation; 2) The promotion of the teachers’ participation, the annual, developed education plan in the planning, the monitoring and the reporting stages with clear objective in order to fulfil the quality of the educational standards; 3) The important role of the school administrators in order to manage the administration and the information system for developing the personnel’ capacities in effective working; 4) Personnel and involved people operate according to the annual developed education plan, monitoring and assessing in order to improve the quality; 5) The management of the responsible person in the monitoring and assessment of the education quality; 6) The development of assessment skills for the teachers and educational personnel; 7) The annual report to public, agencies and involved organizations; and 8) The implementation of the self-assessment report for developing the quality of learning management. The assessment of the strategies of internal quality system management in school were usefulness, possibility, and validity at high level.
