Abstract:
This study was conducted with the following objectives: to studying human resource business outsourcing management of industries model in the future and this study was a qualitative study. The researcher carried out Ethnographic Delphi Futures Research (EDFR) with the population and sample group in the study composed of experts in the area of human resource management petrochemical industry operating facilities that had been registered as industrial operating facilities for ten years from 46 companies in Thailand. The sample group of this study was composed of 20 experts who provided data during interviews and were selected by Purposive Sampling and Convenience Sampling. The research instruments were composed of the following two sets: Set 1 for the first round of EDFR; Set 2 as the research questionnaire for the second round of EDFR and Set 3as a research questionnaire for EDFR. Data were analyzed by performing content analysis and data were collected in December 2014 -February 2016. The findings can be summarized as follows: 1. Human resource business outsourcing management activity models of industrial operating facilities in the future are composed of 25 activities, namely, (1) design and benefit management, (2) research of human resource, (3) training and development, (4) payroll systems, (5) employment organizations, (6) preemployment testing, (7) recruitment and selection, (8) compensation and salary surveys, (9) employment after termination of employment, (10) technology access, (11) employee satisfaction, (12) competitive benchmarking, (13) organization development and design, (14) human resource information systems and human resource information technology (HRIS/HRIT), (15) customer satisfaction (16) human resource strategic planning, (17) cost reduction, (18) happiness workplace, (19) employee aid programs, (20) healthcare systems and safety, (21) expatriate, (22) organization satisfaction, (23) lack of resources reductions, (24) total human resource outsourcing (25) focus on core competencies. 2. In the area of predicted opportunities for implementation of all 25 human resource business outsourcing management activities, two activities had the greatest opportunity for implementation, namely, design and benefit management, research of human resource, followed by training and development, payroll systems, employment organizations and pre-employment testing while focus on core competencies was found to be the activity with the least employment opportunity
