The civil society process effecting community welfare projects in 3 years development plan of small subdistrict administrative organization in Phuket, Phang Nga and Krabi Province
Abstract:
The purposes of this research was 1) to study the civil society process that drove community welfare projects in a 3 years development plan of sub-district administrative organization 2) to study the effect of process 3) to study the relationship between the civil society process and their effects. The population of this research included community leaders, community committees and 20,918 member of community welfare fund, 210 executive members of sub-district administrative organization in Phuket, Phang Nga and Krabi Province. Research samples were selected using multi-stage sampling covering cluster sampling and simple random sampling. The questionnaires and in-depth interviews were applied in conducting the research. Multiple regression and multi-level analysis were used to test the research hypotheses following the Hierarchical Linear Model (HLM).
The findings presented a mean value of the civil society process at the level of community member, including trust building, public consciousness, communication and a mean value at the civil society process at the level of community, including organizational structure, community management, quality improving service, organizational culture, generating new idea, reviewing project administration and developing of new services to members and community, strengthening community welfare services, creating public forum, seeking community potential and social capital as well as network building.
Five steps in driving welfare projects in 3 years development plan of sub-district administrative organization comprised of 1) The community committees meeting on the projects. 2) The projects presentation to community committees. 3) Discussing the projects at the community forum. 4) Following up the development plan. 5) Approval of the plan.
The analysis of projects and budget showed that the community committee was not quite efficient in representing local demand. It was less than half of the projects that were inserted. The satisfaction level of community member was at mean value in sport and recreation promoting, sanitation, education, environment conservation, elder and cremation service, supplementary occupations, community service, livelihood.
The result of multiple regression analysis was that the strengthening community welfare service civil society process had positive relationship with the ratio of projects at 35.60% with 0.001 significant and the strengthening community welfare service civil society process and the ratio of budget were 25.60% at 0.01 significant. Multi-level analysis found that 1) Reviewing project administration and developing of new services to members and community and organizational culture at community level had positive relationship the regression slope between participation and satisfaction level of community member. 2) Organizational culture and organizational structure at community level had positive relationship the regression slope between leadership and satisfaction level of community member. 3) Building strengthen knowledge for projects administration at member level had positive relationship the regression slope between generating new idea, network building, community management and satisfaction level of community member at 0.05 significant.
Community leaders, community committees and community executives of sub-district administrative organization had suggested that community committees should build more leadership and strengthen knowledge for projects administration. In order to improve efficiency and trust building should be emphasized to community members. The sub-district administrative organization should subsidize the community welfare projects and follow them up. Adding to that community committees should publicize the relating information of the projects for community use.
