Abstract
This study aimed: 1) to develop competency indicators of school administrators under the Office of the Basic Education Commission in the ASEAN Community context, and 2) to verify consistency between the developed model of competency indicators of school administrators under the Office of Basic Education Commission in the ASEAN Community context and the empirical data. The study was divided into 3 phases. Phase 1 investigating indicators by study of papers and research, interviewing 9 experts, and examining multiple cases of 6 model schools in their development towards the ASEAN Community. Phase 2 developing indicators by asking 21 experts through the use of a modified Delphi technique for 3 rounds. And phase 3 verifying the indicators by asking 225 administrators and 450 teachers totaling 675 people who derived from multistage random sampling. The instrument used in data collection was a 5-rating scale questionnaire. Confirmatory factor analysis was conducted using RISREL.
Findings of the study were as follows: 1. Competency indicators of school administrators which included 75 indicators in 10 core competencies and in 31 sub-competencies consisted of: having a body of knowledge about the ASEAN Community which possessed 3 sub-competencies and 11 indicators, using information technology which possessed 3 sub-competencies and 9 indicators, communicating and motivating which possessed 4 sub-competencies and 8 indicators, working as team which possessed 3 sub-competencies and 8 indicators, achievement-oriented which possessed 3 sub-competencies and 6 indicators, having a vision which possessed 3 sub-competencies and 6 indicators, analyzing and synthesizing which possessed 4 sub-competencies and 8 indicators, good service which possessed 3 sub-competencies and 6 indicators, having morality and ethics which possessed 3 sub-competencies and 7 indicators, and holding activity concerning the ASEAN Community which possessed 2 sub-competencies and 6 indicators. 2) The model of competency indicators of school administrators in the ASEAN Community context had a goodness-of-fit with the empirical data according to the hypothesis stated (Chi-square = 318.07, df = 218, p-value = .00, GFI = 0.97, AGFI = 0.93, RMSEA = 0.02 and CN = 493.67). Considering the factor loadings of components of core competencies, all components and their factor loadings were arranged in descending order as follows: having a body of knowledge about the ASEAN Community (0.71), holding activity concerning the ASEAN Community (0.71), communicating and motivating (0.70), having morality and ethics (0.69), analyzing and synthesizing (0.68), having a vision (0.67), good service (0.66), achievement-oriented and professionalism (0.65), working as team (0.64), and using information technology (0.63), respectively.
