Abstract:
The purposes of this study were to examine a level of effectiveness at work among government officials working for Sa Kaeo Provincial Administrative Organization and to compare their level of job effectiveness as classified by gender, age, rank position, educational level, place of work, and amount of monthly income. Also, this study attempted to investigate problems and obstacles in working as encountered by 64 government officials who worked for Sa Kaeo Provincial Administrative Organization. The instrument used to collect the data was a questionnaire. The descriptive statistics used to analyze the collected data included percentage, means, and standard deviation. A content analysis technique was also used to analyze the problems and obstacles found in working. Finally, the classification of analyzed data was conducted. The results of this study were as follows:
It was revealed that the level of effectiveness at work among government officials working for Sa Kaeo Provincial Administrative Organization was found at a high level. Specifically, the aspect of job effectiveness in relation to quality of work was rated at the highest level, followed by the aspects relating to budget, time, and work quantity, respectively.
Based on the results from the comparisons, it was shown that the subjects who were males, aged 51 onwards, holding an administrative position and a masters degree, working for Division of Council Activities, and having a monthly income of 30,001 baht onwards, demonstrated the highest level of effectiveness at work when compared to other groups of government officials. Also, the subjects who were females, aged lower than 31, working at a practitioner level and for Division of Human Resources, holding a bachelors degree, and having a monthly income of 10,001-20,000 baht, had the lowest level of effectiveness at work when compared with other groups of government officials.
Regarding the problems and obstacles, it was found that, firstly, the majority of government officials, working for Sa Kaeo Provincial Administrative Organization, were newly recruited and had no work experience. They lacked knowledge and ability in working as well as being careless. Due to these facts, their quality of work was poor. The job inspection was conductedcarelessly and was not in line with the regulations. Also, there were redundancies of commands and unclear communication due to many work hierarchies and strict regulations in Sa Kaeo Provincial Administrative Organization. Secondly, concerning problems and obstacles of work quantity, it was shown that the amount of work exceeds the existing number of government officials. This was due to the fact that there was an additional amount of work load transferred to Sa Kaeo Provincial Administrative Organization, resulting in overloaded work with overdue dates. Furthermore, with reference to the problem and obstacles of time, it was shown that there were too many rules, regulations, and work procedures that caused the work to delay. In addition, it was found that the amount of work exceeded the allocated time given by the supervisors. Finally, regarding the problem of budget, it was found that the budget allocated to Sa Kaeo Provincial Administrative Organization was not in line with the amount of existing work and public needs.
