Abstract: การวิจัยเรื่องความคิดเห็นของบุคลากรต่อการบริหารงานตามหลักธรรมาภิบาลของผู้บริหารเทศบาลตำบลบางปู อำเภอเมืองสมุทรปราการ จังหวัดสมุทรปราการมีวัตถุประสงค์เพื่อศึกษาระดับความคิดเห็นของบุคลากรต่อการบริหารงานตามหลักธรรมาภิบาลของผู้บริหารเทศบาลตำบลบางปู และเพื่อเปรียบเทียบความคิดเห็นของบุคลากรต่อการบริหารงานตามหลักธรรมาภิบาลของผู้บริหารเทศบาลตำบลบางปู จำแนกตามตำแหน่งระดับการศึกษาการปฏิบัติงานที่เทศบาลและสังกัดหน่วยงาน กลุ่มตัวอย่างที่ใช้ในการวิจัย คือ บุคลากรของเทศบาลตำบลบางปู อำเภอเมืองสมุทรปราการ จังหวัดสมุทรปราการ จำนวน 228 คน สถิติที่ใช้ในการวิเคราะห์ได้แก่ ค่าความถี่ร้อยละค่าเฉลี่ยและส่วนเบี่ยงเบนมาตรฐาน ผลการศึกษาพบว่า ความคิดเห็นของบุคลากรต่อการบริหารงานตามหลักธรรมาภิบาลของผู้บริหารเทศบาลตำบลบางปู อำเภอเมืองสมุทรปราการ จังหวัดสมุทรปราการทั้งในภาพรวมและรายด้านอยู่ในระดับดีเมื่อพิจารณาเป็นรายด้าน พบว่า บุคลากรมีความคิดเห็นต่อการบริหารงานตามหลักธรรมาภิบาลของผู้บริหารเทศบาลตำบลบางปู ด้านหลักความรับผิดชอบ เป็นอันดับ 1 รองลงมาคือ ด้านหลักนิติธรรม ด้านหลักความคุ้มค่า ด้านหลักการมีส่วนร่วม ด้านหลักความโปร่งใสและลำดับสุดท้าย คือ ด้านหลักคุณธรรมตามลำดับ การวิเคราะห์เปรียบเทียบความคิดเห็นของบุคลากรต่อการบริหารงานตามหลักธรรมาภิบาลของผู้บริหารเทศบาลตำบลบางปู จำแนกตามตำแหน่งระดับการศึกษาอายุการปฏิบัติงานที่เทศบาล และสังกัดหน่วยงาน พบว่า บุคลากรที่มีตำแหน่งและสังกัดหน่วยงานต่างกัน มีความคิดเห็นต่อการบริหารงานตามหลักธรรมาภิบาลของผู้บริหารเทศบาลตำบลบางปูแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 ขณะที่บุคลากรที่มีระดับการศึกษาและการปฏิบัติงานที่เทศบาลต่างกัน มีความคิดเห็นต่อการบริหารงานตามหลักธรรมาภิบาลของผู้บริหารเทศบาลตำบลบางปูไม่แตกต่างกัน

Abstract: The purpose of this study was to examine a level of opinions of personnel towards the administration based on good governance principles of administrators at Bang PuSub-district Municipality, AmphoeMueangsamutprakan, SamutPrakan Province. Also, this study attempted to compare the level of opinions of these personnel as classified by work position, educational level, work length, and work division for which they worked. The subjects participating in this study were 228 personnel working for Bang Pu Subdistrict Municipality, AmphoeMueangsamutprakan, SamutPrakan Province. The statistical tests used to analyze the collected data included frequency, percentage, means, and standard deviation. The results of the study revealed that the level of opinions of the subjects towards the administration based on good governance principles of administrators at Bang Pu Sub-district Municipality, AmphoeMueangsamutprakan, SamutPrakan Province was found at a good level. Specifically, when considering each principle of good governance, the one in relation to accountability was rated the highest, followed by the principles of law, cost-effectiveness, participation, transparency, and ethics, respectively. In addition, based on the results from the comparisons of the level of opinions of the subjects towards the administration based on good governance principles of administrators at Bang Pu Sub-district Municipality as classified by work position, educational level, work length, and work division for which they worked, they were as follows: There were statistically significant differences in the level of opinions towards the administration based on good governance principles of administrators at Bang Pu Sub-district Municipality among the subjects with different work position and work division at a significant level of .05. Finally, no statistically significant differences were found in the level of opinions towards the administration based on good governance principles of administrators at BangPu Sub-district Municipality among the subjects with different educational level and work length.
