AN ANALYSIS OF FACILITATING FACTORS AND RESTRAINING FACTORS TOWARDS COMMUNITY PRIMARY SCHOOL PATICIPATION : THE CASE STUDY OF WATTANON SCHOOL, PA MOK DISTRICT, ANG THONG PROVINCE
Abstract:
The purposes of this qualitative study comprises : 1) what, 2) who, and 3) how community cooperated with the school, 4) the facilitating factors, and 5) the restraining factors towards community and Primary school participation at Wattanon School, Pa Mok District, Ang Thong Province and Tambon Pong Peng Community, Pa Mok District, Ang Thong Province.
The findings revealed:
1.Community and school participation in 4 dimensions : Thought and decision, Promoting, Benefit from the school, and Follow up and Evaluation.
2. There are two groups of peoples participation: people in and out of the community.
3. Two ways of participation: by willingness and by motivation.
4.Three main facilitating factors that promoted community and school participation : 1) environmental factors of good economy, good governance and good social factors, 2) community as facilitation factors consisted of : faith in the administrator, teachers and the school, 3) school as facilitation factors: history of the school administrators leadership, unity of school personnel, cooperative ways of work, school network, community service and taking care of student system, planning and cooperation in making curricula, faith in budget management, the belief of the school as communitys institution and school having the same name as communitys temple.
5.Three main restraining factors that obstructed community and school participation : 1) environmental factors from declining economy, bad politic and governance. Local leaders did not have relation with the school, and the belief that doing the merit at the temple was better than that of the school, 2) community factor from new comers in the community. They did not relate to the school or the community, 3) school factor : the administrator and the school personnel had conflicts with the community, school personnel behaved unappropriately, and teachers jobs were overloaded. For other factors, there were conflicts within the school and between the school and the temple.
