Abstract: องค์กรปกครองส่วนท้องถิ่นมีหน้าที่จัดทำระบบบริการสาธารณะ จึงมีการจัดจ้างงานก่อสร้างจำนวนมาก เพื่อให้การใช้งบประมาณอย่างมีประสิทธิภาพ จึงได้มีการแต่งตั้งคณะกรรมการกำหนดราคากลางขึ้น โดยปฏิบัติตามหลักเกณฑ์ที่รัฐกำหนด อย่างไรก็ตามยังคงมีความผิดพลาดเกิดขึ้นอันก่อให้รัฐเสียหาย การวิจัยนี้จึงมีวัตถุประสงค์ เพื่อศึกษาทักษะการประมาณราคาการก่อสร้างของ คณะกรรมการกำหนดราคากลางองค์กรปกครองส่วนท้องถิ่น จังหวัดเชียงราย โดยใช้แบบสอบถามเป็นเครื่องมือ การศึกษาพบว่า กลุ่มช่างโยธามีทักษะการคำนวณราคากลาง ในระดับมากที่สุด ในขณะที่กลุ่มเจ้าหน้าที่อื่น ๆ มีทักษะ ในระดับปานกลาง เพื่อให้การคำนวณราคากลางมีประสิทธิภาพมากยิ่งขึ้น องค์กรปกครองส่วนท้องถิ่น ควรจัดองค์ประกอบของคณะกรรมการกำหนดราคากลางให้เหมาะสม และแบ่งหน้าที่การทำงานให้เหมาะกับทักษะของกรรมการที่มาจากฝ่ายต่าง ๆ พร้อมทั้งส่งเสริมให้บุคลากรเข้าร่วมการฝึกอบรมการคำนวณราคากลาง และติดตามการเปลี่ยนแปลงหลักเกณฑ์เสมอ

Abstract: Local administrations have to provide the system of public service, leading to many employments in constructions. To control the budget effectively, the committee is assigned to set the reference price following the principles provided by the government. However, the mistake is still occurred and the government loss the properties. The objective of this paper is to study the construction cost estimating skills of committee on reference price of the local administration in Chiang Rai. The data collection tool is a questionnaire. The result shows that the civil engineering group from civil work division has very good skills of construction cost esitimate while the group from other division has medium skills. To increase the efficiency of cost estimate, the local governments have to set the suitable composition of committee and set the role of committee that appropriate to the skills. Furthermore, the local administrations should send the committee to take the course of cost estimate and follow up the change of cost estimate principle frequently"
