Abstract:
การบริหารความเสี่ยงเป็นกลไกสำคัญในการผลักดันองค์กรภาครัฐให้มีผลการดำเนินงานที่เป็นเลิศ ผู้วิจัยจึงสนใจทำวิจัยเรื่องนี้ โดยมีวัตถุประสงค์เพื่อ 1) ศึกษากลยทุธ์ความสำเร็จในการบริหารความเสี่ยงในการจัดซื้อจัดจ้างขององค์การบริหารส่วนตำบล 2) ศึกษาปัจจัยการบริหารความเสี่ยงที่ส่งผลต่อกลยุทธ์ความสำเร็จในการบริหารความเสี่ยงในการจัดซื้อจัดจ้างขององค์การบริหารส่วนตำบล และ 3) ศึกษาหาแนวทางที่เหมาะสมในการพัฒนากลยทุธ์ความสำเร็จในการบริหารความเสี่ยงในการจัดซื้อจัดจ้างขององค์การบริหารส่วนตำบล อำเภอกุยบุรี จังหวัดประจวบคีรีขันธ์ ใช้วิธีการวิจัยเชิงปริมาณ โดยใช้แบบสอบถามจำนวน 200 ชุด ได้ตอบรับกลับมาจำนวน 189 ชุดคิดเป็นร้อยละ 94.50 และสนบัสนุน เพิ่มเติมด้วยวิธีการวิจัยเชิงคุณภาพ ผู้ให้ข้อมูลคนสำคัญคือ ปลัดองค์การบริหารส่วนตำบล และหัวหน้าส่วนการคลังหรือเจ้าหน้าที่พัสดุจำนวน 12 คน แบบสัมภาษณ์เชิงลึก สถิติที่ใช้ คือ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์การถดถอยพหุคูณแบบขั้นตอน ผลการวิจัยพบว่า 1. กลยุทธ์ความสำเร็จในการบริหารความเสี่ยงในการจัดซื้อจัดจ้างขององค์การบริหารส่วนตำบลโดยรวมอยู่ในระดับมาก เมื่อพิจารณารายด้านโดยเรียงลำดับตามค่าเฉลี่ยจากมากไปหาน้อยได้ดังนี้ ด้านกิจกรรมการควบคุม ด้านการประเมินผลและรายงานผล ด้านการกำหนดวัตถุประสงค์ ด้านการตอบสนองความเสี่ยง และด้านการระบุเหตุการณ์ที่เป็นปัจจัยเสี่ยงและการประเมินความเสี่ยง ตามลำดับ 2. ปัจจยัด้านการประเมินผลและรายงานผล (X5) สามารถทำนายกลยทุธ์ความสำเร็จในการ บริหารความเสี่ยงในการจัดซื้อจัดจ้างขององค์การบริหารส่วนตำบล ได้ร้อยละ 61.5 ดังสมการ Y = 1.160 + 1.236 (X5) 3. แนวทางที่เหมาะสมในการพัฒนากลยุทธ์ความสำเร็จในการบริหารความเสี่ยงในการจัดซื้อ จัดจ้างขององค์การบริหารส่วนตำบล อำเภอกุยบุรี พบว่าควร 1) แต่งตั้งคณะกรรมการดำเนินงานที่มีความรู้ ความสามารถ 2) เผยแพร่ข้อมูลข่าวสารการจัดซื้อจัดจ้างผ่านช่องทางต่างๆ ตามที่กฎหมายกำหนด 3) ส่งเสริมให้เจ้าหน้าที่เข้ารับการอบรมด้านพัสดุใหม่ ๆ และ 4) จัดทำคู่มือการปฏิบัติงานด้านพัสดุ ข้อค้นพบจากการวิจัย หน่วยงานควรกำหนดให้มีการแสดงให้เห็นว่า จัดทำรายงานผลการบริหารความเสี่ยงโดยผู้รับผิดชอบงานพัสดุ แล้วรายงานผลการบริหารความเสี่ยงในการจัดซื้อจัดจ้างที่ได้ ดำเนินการตามลำดับให้ฝ่ายบริหารรับทราบอย่างต่อเนื่องเพื่อป้องกันหรือลดความเสี่ยงในกระบวนการ จัดซื้อจัดจ้างให้มีประสิทธิภาพในการดำเนินการมากขึ้นไป หน่วยงานควรมีการสรุปและรายงานผลการดำเนินการในการจัดซื้อจัดจ้างในทุกๆ กระบวนงานให้กับผู้บริหารทราบ พร้อมกับเผยแพร่ข้อมูลข่าวสารผ่าน สื่อทางช่องทางต่างๆ ให้ทราบโดยทั่วกัน
Risk management is an important mechanism for mobilizing public organizations to achieve the excellent results in work performance. The researcher was, therefore, interested in doing this research aiming to: 1) study the success strategy in risk management in procurement of Subdistrict Administrative Organizations, 2) investigate the risk management factors affecting the success strategy in risk management in procurement of Subdistrict Administrative Organizations (SAOs), and 3) find out the proper guidelines for developing the success strategy in risk management in procurement of SAOs in Kui Buri District, Prachuap Khiri Khan Province. This study was administrated by employing the quantitative research methodology using 200 copies of questionnaire and 189 copies or 94.50% being sent back, and additionally supported by the qualitative research methodology using an in-depth interview form to collect data from 12 key informants consisting of Chief Administrators of the SAOs and Chiefs of Financial Division or Supply Officers. The data were analyzed by using percentage, mean, standard deviation, and Stepwise Multiple Regression Analysis. The research results were as follows: 1. The success strategy in risk management in procurement of SAOs was overall at a high level. When the aspects of strategy were individually considered, they could be ranked in descending order of their means as follows: control activity, evaluation and report, objective determination, risk response, and identification of events which are risk factors and risk evaluation. 2. The factor of evaluation and report (X5) presentation could predict success strategy in risk management in procurement of SAOs for 61.5%. with the predictive equation Y : -1.160 + 1.236 (X5) 3. The proper guidelines for developing the success strategy in risk management in procurement of SAOs in Kui Buri District were that there should be: 1) appointment of operating committees from personnel with proper knowledge and ability, 2) dissemination of information on procurement through various channels determined by the laws, 3) promotion of training on new supply management for the officers, and 4) preparation of handbook for supply work performance. The research findings were that the organizations should determine the demonstration to show that the report of risk management in procurement was prepared by the supply officers and continuously presented for the administrators to more efficiently prevent or reduce the risk in procurement process, and that the organizations should conclude and report the performance results of procurement in every work procedure to inform the administrators as well as disseminate the information through various media channels to create understanding throughout the organization.
